Delhi Development Authority Re-Invites Bids For 2.2 MW Solar Carport Project At Baansera Park Under RESCO Model

The Delhi Development Authority (DDA) has re-invited online tariff-based competitive bids for the development of a 2.2 MWp ground-mounted solar carport power plant at DDA Baansera Park, located opposite ISBT Sarai Kale Khan in New Delhi. The project will be developed under the Renewable Energy Service Company (RESCO) model and aims to promote clean energy generation while utilizing parking infrastructure efficiently.

According to the bid documents, the selected solar power developer will be responsible for the complete design, engineering, supply, erection, testing, commissioning, and long-term operation and maintenance (O&M) of the project. The plant will have a capacity of 2.2 MWp, equivalent to 2.2 MW AC, and will be connected to the grid through a net-metering arrangement. The developer will also be required to operate and maintain the facility for a period of 25 years after commissioning.

The tender lays down detailed eligibility criteria for prospective bidders. On the technical side, companies must have successfully commissioned grid-connected solar photovoltaic (PV) power plants during the last seven years. Bidders must meet the prescribed individual or cumulative capacity requirements as specified in the tender document, demonstrating their experience in executing similar renewable energy projects.

Financial eligibility conditions have also been clearly defined. Interested bidders must have an average annual financial turnover of at least Rs. 4.30 crore during the last three consecutive financial years. In addition, they must possess a bank solvency certificate of at least Rs. 2.60 crore. The tender further requires that bidders should not have suffered net losses in more than two of the last five consecutive financial years ending March 31, 2025.

Apart from installing the solar power plant, the successful developer will also be responsible for creating supporting infrastructure at the project site. This includes the installation of round-the-clock CCTV surveillance systems, adequate lighting, properly marked entry and exit points, structured surface parking facilities, and sufficient water supply arrangements for regular cleaning of the solar panels. These provisions are intended to ensure both efficient plant operation and improved site management.

The financial requirements for participation include an Earnest Money Deposit (EMD) of Rs. 17,19,520, which must be submitted online through RTGS or NEFT. The selected bidder will also have to furnish a Performance Bank Guarantee (PBG) worth Rs. 42,98,800. The performance security may be submitted in the form of a bank guarantee, fixed deposit receipt, insurance surety bond, or account payee demand draft, and it must remain valid throughout the project completion period, along with an additional six months.

The project is scheduled to be completed within six months from the effective date of the Power Purchase Agreement (PPA). The PPA must be signed within 60 days of the issuance of the Letter of Award. The tender also states that online bids must be submitted before the specified deadline, with technical bids to be opened shortly after the submission window closes. All bid submission timings will be governed by the server clock of the e-procurement portal, and late submissions will not be accepted.
