PFC Consulting Invites Bids For Rajasthan’s 765 kV Babai Transmission Project To Strengthen Renewable Energy Grid

PFC Consulting Limited has invited bids for the development of a major intra-state transmission project in Rajasthan through a tariff-based competitive bidding process. The company is acting as the Bid Process Coordinator on behalf of the Energy Department of the Government of Rajasthan to select a Transmission Service Provider for the project.

The project aims to establish a 765 kV Gas Insulated Substation (GSS) at Babai along with its associated transmission network. It will be developed under the build, own, operate, and transfer (BOOT) model. The selected bidder will take over 100 per cent equity ownership of Babai Transmission Limited, a special purpose vehicle (SPV) created specifically for implementing, operating, and maintaining the transmission infrastructure.

The main objective of the project is to improve Rajasthan’s power transmission capacity and strengthen the state grid. The infrastructure will support the evacuation of large amounts of renewable energy generated in western Rajasthan and help meet increasing electricity demand in the Babai, Jhunjhunu, Sikar, and Jaipur regions.

Under the project scope, the developer will construct a new 765/400 kV substation at Babai. The work will include installation of power transformers, line reactors, and bay extensions. In addition, the project involves the construction of several high-voltage double-circuit transmission lines connecting Babai with important substations, including Alwar, Amber, and Beri Bhajangarh.

The scheduled commercial operation date for the entire project has been fixed at 30 months from the effective date. The selected transmission service provider will be responsible for completing the construction within this timeline and ensuring reliable operation of the transmission system.

To participate in the bidding process, interested companies must fulfil specific technical and financial eligibility conditions. One of the key financial requirements is a minimum net worth of Rs. 492.80 crore. Bidders are also required to submit an Earnest Money Deposit in the form of a Bid Bond amounting to Rs. 24.64 crore along with their technical bid.

The successful bidder, after receiving the Letter of Intent, will have to submit a Contract Performance Guarantee, which will serve as the Performance Bank Guarantee. The value of this guarantee has been fixed at Rs. 61.60 crore and must be submitted within 10 days of receiving the Letter of Intent.

The bidding process will follow a single-stage, two-envelope structure through an electronic bidding platform. The tender documents will be available from July 22, 2026, to September 24, 2026. Interested bidders will have to pay a non-refundable tender fee of Rs. 5 lakh along with applicable GST.

Bidders can submit their queries regarding the tender until August 11, 2026. A pre-bid meeting is scheduled for August 18, 2026, where potential participants can seek further clarifications. PFC Consulting Limited will issue responses to the queries and any revised Request for Proposal documents by August 31, 2026. The final project documents are expected to be released on September 10, 2026.

The deadline for submitting online bids is September 25, 2026. Technical bids will be opened on the same day at 15:30 IST. The announcement of shortlisted bidders is planned for October 5, 2026, followed by the opening of initial financial offers on October 6, 2026.

Eligible bidders will then participate in an electronic reverse auction scheduled for October 7, 2026. The bidder submitting the lowest final offer will be required to provide original hard copies of necessary documents by October 12, 2026.

The Letter of Intent is expected to be issued on October 15, 2026. The process will conclude with the signing of project agreements and transfer of the Babai Transmission Limited SPV to the selected bidder by October 26, 2026. The project is expected to play a crucial role in enhancing Rajasthan’s transmission network and supporting the state’s renewable energy expansion plans.
