The Government of the People’s Republic of Bangladesh has launched the procurement process for the development of the Sonagazi 220 MW Solar Power Plant, marking another significant step in the country’s efforts to expand renewable energy generation. The project, officially known as the Sonagazi 220 MW Solar Power Plant Construction Project or the Sonagazi 220 MW Solar Power and Livelihoods Improvement Project, will be developed in the Sonagazi region of Feni District.
The project involves the complete design, engineering, supply, installation, testing, and commissioning of a 220 MWac solar photovoltaic (PV) power plant. Once completed, the facility is expected to strengthen Bangladesh’s clean energy capacity while supporting the country’s long-term transition toward sustainable electricity generation.
The state-owned Electricity Generation Company of Bangladesh PLC (EGB PLC) has been appointed as the employer for the project. Funding for the development will be arranged through a combination of Forward Lease, Loan, and Grant financing provided by the Islamic Development Bank (IsDB), along with financial support from EGB PLC. The procurement process will follow the IsDB Procurement Guidelines for Goods, Works, and Related Services and will be conducted under International Competitive Bidding (ICB) procedures.
According to the tender documents, the selected contractor will have 18 months to complete the project. To ensure that only experienced and financially capable companies participate, EGB PLC has established detailed qualification requirements for prospective bidders.
Interested firms must demonstrate an average annual construction turnover of at least US$130 million during the last three years. In addition, bidders must have access to liquid assets, credit facilities, or other financial resources sufficient to meet a cash flow requirement of US$25 million while fulfilling their existing contractual obligations.
The employer has also specified technical experience requirements. Companies must have at least five years of general experience in the power sector as of January 1, 2021. Furthermore, during the past ten years, bidders should have successfully completed either one similar project worth at least US$70 million or two similar contracts valued at a minimum of US$50 million each.
Prospective bidders can inspect the official bidding documents at the EGB PLC office in Dhaka or review an informational version through the organization’s official website. Companies wishing to obtain the complete English-language bidding documents must submit a written application along with a non-refundable fee of BDT 36,000 or US$300, payable through a Pay Order or Demand Draft.
To clarify the tender requirements, EGB PLC will organize a pre-bid meeting on August 19, 2026, from 10:00 a.m. to 12:30 p.m. at its conference room in Dhaka. Interested companies will have the opportunity to raise questions regarding the bidding process and project requirements.
Sealed physical bids must be submitted to the Project Director at the designated office in Dhaka by 12:00 p.m. Bangladesh Standard Time on September 15, 2026. Electronic submissions will not be accepted, and any bids received after the deadline will be rejected. The submitted bids will be opened publicly immediately after the closing time. All bids must be accompanied by a bid security of BDT 310 million or US$2.5 million issued by an eligible scheduled commercial bank.
