BREDA Invites Consultancy Bids For Model Solar Village DPR Preparation Across Bihar

The Bihar Renewable Energy Development Agency (BREDA) has invited consultancy firms to prepare Detailed Project Reports (DPRs) for the implementation of the Model Solar Village Scheme across all districts of Bihar. The initiative is being carried out under the central government’s Pradhan Mantri-Surya Ghar: Muft Bijli Yojna and aims to promote the adoption of solar energy in rural areas across the state. The consultancy contract has an estimated value of ₹95 lakh.

According to the tender, the selection process will follow an open tender system using a two-part item rate format. The bids will be evaluated through the Quality and Cost-Based Selection (QCBS) method, ensuring that both technical capability and financial competitiveness are considered while selecting the successful consultant. The tender has been issued and approved by Dilip Kumar, Chief Engineer and Project Director of BREDA.

To participate, bidders must fulfill several financial and technical eligibility requirements. Each applicant is required to submit an Earnest Money Deposit (EMD) of ₹2 lakh, along with a tender fee of ₹11,800 and a processing fee of ₹5,900. BREDA has clarified that no exemptions will be allowed for these payments. Interested firms must also submit documents such as proof of legal registration, PAN and GST certificates, average annual turnover details for the last three financial years, an undertaking confirming that the firm has not been blacklisted, and experience certificates of key professionals.

The bidding process began on July 24, 2026. An offline pre-bid meeting will be held on August 3, 2026, from 11:00 AM to 12:00 PM at Akshay Urja Bhawan in Patna to address queries from prospective bidders. The last date for online bid submission is August 18, 2026, at 11:30 PM, while physical documents must be submitted by 2:00 PM on August 19, 2026. The bids will be opened at 3:30 PM on the same day, and all submitted bids will remain valid for a period of 180 days from the date of opening
