Rockfield Plaza Energizes 310 kW Solar Project Under PPA, Offsets Entire Annual Electricity Demand

Rockfield Plaza Association has commissioned a 310 kW rooftop and carport solar photovoltaic (PV) system at its mixed-use commercial office complex in Lake Forest, California, marking the completion of a project designed to reduce electricity costs and increase the use of domestically manufactured solar equipment.

The solar installation was developed by WattHub Renewables, financed through a power purchase agreement (PPA) provided by Sunrock Distributed Generation, and constructed by SunRenu Solar. The project enables the commercial property owners’ association to adopt solar energy without any upfront capital investment while securing an estimated 20% reduction in electricity costs compared with prevailing Southern California Edison (SCE) retail rates.

The 310 kW system is expected to generate approximately 500,000 kWh of renewable electricity annually, meeting 100% of Rockfield Plaza’s annual electricity demand. The project is also projected to reduce carbon dioxide emissions by approximately 355 metric tons each year. The installation has received Permission to Operate (PTO) and is now fully operational.

According to the project developers, the installation is WattHub Renewables’ first project designed to exceed the U.S. Treasury’s 45% Domestic Content threshold under the Inflation Reduction Act. The system incorporates U.S.-manufactured solar cells, inverters, and racking components, including Longi solar modules with domestically produced cells, SolarEdge inverters and DC power optimizers, and Unirac RM10 racking systems.

By surpassing the domestic content requirement, the project qualifies for additional federal tax incentives. Combined with its location in a designated Energy Community, the project may be eligible for an Investment Tax Credit (ITC) of up to 50%, subject to final tax review.

The project also retains eligibility under California’s Net Energy Metering (NEM) 2.0 framework, allowing it to benefit from more favorable interconnection economics than projects developed under current regulations.

In addition to generating renewable electricity, the development includes a solar parking canopy that provides shaded parking for tenants, visitors, medical practitioners, and staff at the mixed-use office complex. The canopy was integrated into the site’s existing infrastructure and designed to comply with the City of Lake Forest’s building and stormwater management requirements.

Project stakeholders said the development demonstrates how commercial solar projects can combine domestic manufacturing, federal incentives, and innovative financing structures to improve project economics while expanding clean energy adoption across commercial real estate.
