SECI Invites Bids For PMU Installation At 100 MW Solar Plus 120 MWh BESS Project In Chhattisgarh

The Solar Energy Corporation of India Limited (SECI) has invited bids for the procurement, installation, testing, commissioning, and integration of a Phasor Measurement Unit (PMU) for its 100 MW Solar Photovoltaic (SPV) project integrated with a 40 MW/120 MWh Battery Energy Storage System (BESS) at Rajnandgaon in Chhattisgarh. The tender, numbered SECI/PS/PMU/01/2026, was issued on August 6, 2026.

The PMU system will play a key role in monitoring the electrical grid by providing real-time synchronized measurements of voltage, current, frequency, and phase angle. These measurements will help improve grid visibility, stability, and operational reliability, particularly for renewable energy projects integrated with battery storage systems.

The bidding process will be conducted through the Government e-Marketplace (GeM) portal under a Single Stage Two Envelope system, comprising separate techno-commercial and price bids. Joint ventures and consortiums are not permitted to participate in the tender. The selected bidder will be required to complete the contract within a maximum period of four months from the date of the work order or contract agreement. In addition, the successful bidder must complete data validation and integration activities within one and a half months after the successful delivery of the equipment.

According to the scope of work, the selected contractor will supply, install, test, commission, and integrate the PMU system with the Phasor Data Concentrator (PDC) of the Chhattisgarh State Power Transmission Company Limited (CSPTCL) State Load Dispatch Centre (SLDC) located in Raipur.

The tender includes the supply of a PMU suitable for two feeders and compliant with the latest IEEE C37.118 standards. The contractor will also provide essential hardware and accessories, including a 12-port Line Interface Unit (LIU), Layer-3 network switch, GPS unit with antenna and a 50-metre connecting cable, CT/PT/DC/control cables for the main control room, fibre optic cable, and CAT6 cable. In addition, the scope covers the supply and installation of one PMU panel in the main control room along with PMU configuration software.

The successful bidder will also be responsible for establishing the networking and communication infrastructure required for integration with the SLDC. This includes setting up an ILL Point-to-Point National Long Distance (NLD) communication link between the project site and the SLDC at Raipur, where an Airtel communication link is already available. The contractor will carry out complete testing, commissioning, and remote-end integration with the CSPTCL SLDC’s PDC.

SECI has specified a minimum warranty period of five years for the complete PMU system.

The tender requires bidders to submit both techno-commercial and financial bids online through the GeM portal. Additionally, original Earnest Money Deposit (EMD) documents, or supporting documents for Micro and Small Enterprises (MSEs) claiming exemption, must be submitted physically to SECI’s New Delhi office within two working days after the online bid submission deadline.

The tender carries an Earnest Money Deposit of ₹72,000 and a tender processing fee of ₹5,900, including GST. Eligible MSEs registered under DIC, NSIC, or Udyog Aadhaar are exempt from paying both the EMD and the tender processing fee. The bid validity has been set at 180 days, and interested bidders may contact SECI’s Senior Engineer (Contracts and Procurement), Sh. Piyush Raote, for further clarification regarding the tender.
