SECI Invites Bids To Develop National PM KUSUM Portal, Holds Pre-Tender Consultation

The Solar Energy Corporation of India Limited (SECI), under the Ministry of New and Renewable Energy (MNRE), has announced plans to appoint a System Integrator for the development of a National Portal for the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM KUSUM) scheme. The portal will serve as a centralized digital platform to support the implementation, monitoring, and management of one of India’s largest agricultural solar energy programs.

According to SECI, the selected System Integrator will be responsible for the complete lifecycle of the project. This includes designing, developing, deploying, and integrating the portal, along with data migration, continuous monitoring, and operation and maintenance services for a period of five years. The platform is expected to improve coordination among various stakeholders involved in the implementation of the PM KUSUM scheme.

PM KUSUM is a flagship initiative of the Government of India that aims to promote the use of solar energy in the agriculture sector while improving farmers’ incomes. The scheme supports the installation of standalone solar-powered pumps in off-grid rural areas and the solarization of existing grid-connected agricultural pumps. It also encourages the solarization of agricultural feeders to provide reliable daytime electricity for irrigation. In addition, farmers are encouraged to set up small solar photovoltaic power plants on their land, allowing them to generate clean electricity and earn additional income by supplying surplus power.

The proposed National Portal is expected to bring together operational data from different states, implementing agencies, and government departments onto a single digital platform. It is intended to streamline workflows, improve transparency, and enable better monitoring of project progress across the country.

Before issuing the final tender, SECI and MNRE have invited industry stakeholders and prospective bidders to participate in a pre-tender consultation meeting. The objective is to gather technical feedback, operational suggestions, and industry inputs that can help refine the project requirements before the bidding process begins.

The consultation meeting is scheduled for August 7, 2026, at 3:00 PM IST in Room No. 319 at the Ministry of New and Renewable Energy, Atal Akshaya Urja Bhawan, CGO Complex, Lodhi Road, New Delhi. While physical participation is preferred to encourage direct discussions, an online participation option will also be made available to invited attendees. Interested participants must send email confirmations to designated SECI officials in advance to facilitate meeting arrangements and venue logistics.
