NTPC Invites Bids For O&M And Security Services At 15 MW Solar Plant In Madhya Pradesh

NTPC Limited, a leading public sector enterprise under the Ministry of Power, Government of India, has invited bids for the operation, maintenance, and security of its 15 MW solar power plant located at Jayant within the Vindhyachal Super Thermal Power Station (VSTPS) in Singrauli, Madhya Pradesh. The tender has been issued through the Government e-Marketplace (GeM) under Bid Number GEM/2026/B/7882508 and aims to ensure efficient plant operations, reliable power generation, and continuous security of the facility.

The contract covers comprehensive operation and maintenance (O&M) services along with round-the-clock watch and ward responsibilities for the solar power plant. The selected contractor will be responsible for maintaining the plant’s performance, carrying out routine maintenance activities, and ensuring the safety and security of the entire installation. The duration of the contract has been fixed at two years and one day.

According to the tender schedule, the bid was published on August 6, 2026. Interested bidders are required to submit their online proposals by August 27, 2026, at 3:00 PM. The technical bids will be opened on the same day at 3:30 PM. NTPC has also specified that all submitted bids must remain valid for 120 days from the bid closing date. In case fewer than three eligible bids are received, the tender system provides for automatic extensions of seven days each, with a maximum of three such extensions.

The tender requires bidders to furnish an Earnest Money Deposit (EMD) of ₹5 lakh. The EMD can be submitted through a Bank Guarantee or Surety Bond issued by approved advisory banks, including ICICI Bank, in favour of DGM, WR-II, USSC, NTPC Limited, CPG-1, Raipur. Eligible Micro and Small Enterprises (MSEs) registered under the Udyam Registration system as service providers are exempt from submitting the EMD. However, traders are not entitled to claim this exemption.

After the award of the contract, the successful bidder will have to submit a Performance Security Deposit or electronic Performance Bank Guarantee (ePBG) equivalent to 5% of the total contract value. The performance security must remain valid for 29 months, covering the complete contract period and associated obligations.

The financial terms of the tender state that payments will be released within 30 days after the contractor submits the online invoice and receives the Service Delivery Acceptance Certificate (SDAC). The procurement process will follow a two-packet bidding system and will be implemented in accordance with the Government’s Public Procurement Preference for Make in India policy, while also extending applicable procurement benefits to eligible MSEs. Through this tender, NTPC aims to ensure reliable operation, timely maintenance, and uninterrupted security for its 15 MW solar power project in Madhya Pradesh.
