The Solar Energy Corporation of India Limited (SECI), a Central Public Sector Enterprise under the Ministry of New and Renewable Energy (MNRE), has invited bids for the procurement, installation, testing, commissioning, and integration of Phasor Measurement Units (PMUs) for its 100 MW Solar Photovoltaic (SPV) project with a 40 MW/120 MWh Battery Energy Storage System (BESS) at Rajnandgaon in Chhattisgarh.
The tender has been issued under Tender Reference Number SECI/PS/PMU/01/2026 and will be conducted online through the Government e-Marketplace (GeM) portal. SECI will follow a single-stage, two-envelope bidding process, where techno-commercial bids will be evaluated first, followed by the financial bids of technically qualified bidders.
According to the tender, the selected contractor will be responsible for supplying PMUs for two feeders along with all necessary accessories. These include a 12-port Line Interface Unit (LIU), GPS equipment with antenna and a 50-metre cable, a Layer-3 network switch, configuration software, and all required cables and related components. Beyond supply, the contractor will also undertake installation, testing, commissioning, system configuration, data validation, and complete integration of the PMUs with the Phasor Data Concentrator (PDC) at the Chhattisgarh State Power Transmission Company Limited (CSPTCL) State Load Despatch Centre (SLDC) in Raipur. The scope also includes establishing an ILL Point-to-Point National Long Distance (NLD) communication link for seamless data transmission.
SECI has specified a contract completion period of four months from the date of the work order or contract agreement. The delivery of equipment, data validation, and successful integration with the SLDC must be completed within one and a half months after delivery. In addition, all supplied systems must carry a minimum warranty period of five years, ensuring long-term operational reliability.
The tender also outlines several important commercial conditions. Interested bidders are required to pay a non-refundable tender processing fee of ₹5,000 plus 18% GST, taking the total amount to ₹5,900. The payment can be made through NEFT/RTGS or by Demand Draft or Banker’s Cheque in favour of Solar Energy Corporation of India Limited, payable at New Delhi.
An Earnest Money Deposit (EMD) of ₹72,000 is mandatory for participation. The EMD may be submitted through NEFT/RTGS, Demand Draft, Banker’s Cheque, or Bank Guarantee, with the guarantee remaining valid for 180 days from the bid submission deadline. Registered Micro and Small Enterprises (MSEs) are eligible for exemptions as per Government of India guidelines.
Successful bidders will also be required to furnish a Performance Bank Guarantee (PBG) within 30 days of receiving the contract agreement. The guarantee must be unconditional and irrevocable, as specified in the Special Conditions of Contract. Delayed submission beyond 30 days will attract interest at the rate of 1.25% per month, while failure to submit the PBG within 45 days may lead to cancellation of the contract and forfeiture of the EMD.
The tender was issued on August 6, 2026. SECI has also scheduled a pre-bid meeting, where up to two representatives from each prospective bidder may participate. Bids submitted under the tender must remain valid for 180 days from the final bid opening date. The detailed schedule for online bid submission, submission of physical compliance documents, and opening of techno-commercial bids has been published on the GeM portal. SECI has stated that all future corrigenda, clarifications, and tender-related notifications will be issued through the GeM portal, with additional updates available on its official website.
