GIZ Invites Bids For Eight Solar-Powered Agro-Processing Systems In Uganda

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, in collaboration with Uganda’s Ministry of Energy and Mineral Development (MEMD) under the Energising Development (EnDev) Uganda programme, has invited bids for the supply and installation of solar-powered agro-processing systems. The tender aims to demonstrate the technical and commercial viability of solar-powered milling and hulling solutions for rural enterprises.

The initiative is designed to help rural micro, small and medium enterprises (MSMEs) reduce their dependence on expensive diesel engines and unreliable grid electricity. By adopting solar-powered processing equipment, the programme seeks to reduce operating costs, improve enterprise profitability, cut greenhouse gas emissions, and provide more reliable agricultural processing services in rural communities.

Under the tender, eight solar-powered systems will be installed across four selected enterprise sites in Uganda. These include Bumalema Traders Ltd in Mbale District, Bugiri Crop Kings Ltd in Bugiri District, Youth for Life Tree Planting in Lira District, and Dhero Group Ltd in Jinja District.

The planned installations comprise four solar-powered hullers, three large solar-powered mills, and one solar-powered micro hammer mill. The systems will support the processing of agricultural products including maize, rice, millet, and roasted soya, helping enterprises improve their processing capabilities through renewable energy.

The selected contractor will be responsible for complete end-to-end implementation of the systems. The technical scope includes the supply and installation of photovoltaic (PV) modules, hybrid inverters or MPPT charge controllers, lithium-ion battery banks, motor controllers, mounting structures, protection equipment, and comprehensive earthing systems.

The contractor will also be required to provide practical training to enterprise operators to ensure that the installed systems can be operated and maintained effectively. Within five working days of signing the contract, the successful bidder must submit a detailed implementation work plan. A comprehensive installation report will also be required following completion of the work.

The tender requires the contractor to provide a minimum two-year warranty covering equipment, workmanship, parts, labour, and maintenance support.

Bidders requiring clarification on the tender documents or terms must submit their queries in writing to [procurement-giz-uganda@giz.de](mailto:procurement-giz-uganda@giz.de) at least five days before the bid submission deadline. The deadline for electronic submission is **August 25, 2026, at 23:59 PM EAT**.

Technical and financial proposals must be submitted through separate emails to [UG_Quotation@giz.de](mailto:UG_Quotation@giz.de), with the subject line clearly stating **“7000019597- Solar-Powered Systems.”** Financial proposals must be quoted in Uganda Shillings (UGX).

The tender documents do not specify any Earnest Money Deposit (EMD) or Performance Bank Guarantee (PBG) requirements. GIZ has also stated that it does not charge fees at any stage of the tender process.
