Saatvik Solar Signs MoU with Odisha Government for 3.6 GW Solar Cell Manufacturing Facility at Gopalpur

Saatvik Solar Industries Private Limited has signed a Memorandum of Understanding (MoU) with the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL), Government of Odisha, to establish a 3.6 GW solar cell manufacturing facility at Gopalpur in Ganjam district, Odisha.

The proposed facility will form part of Saatvik Solar’s broader manufacturing expansion in Odisha and is aimed at increasing the company’s domestic solar manufacturing capacity while supporting the development of the state’s renewable energy manufacturing ecosystem. The project is also expected to create employment opportunities and support ancillary industrial development in the region.

The planned 3.6 GW facility represents Phase II of Saatvik Solar’s Gopalpur manufacturing development. The company is already progressing with its Phase I integrated facility, which includes 2.4 GW of solar cell manufacturing and 4 GW of module manufacturing capacity.

Gopalpur Phase I Nears Commissioning

Saatvik Solar said construction and major infrastructure work for the Phase I facility have been completed, with equipment installation, testing, validation and process-readiness activities progressing across the site.

The company has also completed key power infrastructure work, with the dedicated 220 kV substation ready for charging. Manufacturing lines are currently undergoing final installation and testing ahead of commissioning.

The 2.4 GW cell manufacturing line is expected to begin ramp-up shortly, while the ALMM-II inspection is planned for September 2026, bringing the facility closer to commercial operations.

Phase II to Add 3.6 GW Cell Capacity

Under the Phase II expansion, Saatvik Solar plans to add 3.6 GW of additional solar cell manufacturing capacity, further strengthening its integrated manufacturing footprint at Gopalpur. Commercial production from the Phase II facility is targeted for FY28.

The expansion is intended to support growing demand for domestically manufactured solar products and deepen Saatvik Solar’s presence across the solar PV value chain.

Commenting on the development, Prashant Mathur, CEO, Saatvik Green Energy Limited, said the company’s expansion in Odisha reflects its ambition to build manufacturing capabilities at scale while strengthening integration and supply chain resilience.

He added that the Phase II expansion will significantly increase Saatvik’s integrated manufacturing footprint and support the company’s efforts to meet rising demand for domestic solar products.

Saatvik Solar said its phased development at Gopalpur reflects a long-term strategy focused on manufacturing scale, technological advancement, operational excellence, quality and supply chain resilience, while contributing to India’s clean energy manufacturing ambitions.
