The Military Engineer Services (MES) has invited bids for the comprehensive maintenance, manning and operation of a 5 MW Solar Photo Voltaic (SPV) power plant located at MHOW under GE MCTE MHOW. The tender has been issued by the Headquarters Chief Engineer, Jabalpur Zone, under Contract Agreement No. CEJZ/MHOW/51 (T) of 2025-26.
The estimated cost of the contract is ₹866.85 lakh at par market rates. The work is planned for a total period of 10 years and will cover the regular maintenance, operation and management of the solar power plant.
The Notice Inviting Tender (NIT) was issued on May 5, 2026. The procurement will follow a two-cover bidding system, comprising technical and financial bids. Interested contractors are required to submit their bids through the official defence e-procurement portal, defproc.gov.in. The exact dates for the commencement and closing of bid submissions, along with the technical bid opening, will be governed by the critical dates schedule available on the portal.
A non-refundable tender document fee of ₹3,000 is applicable. The amount must be submitted through a Demand Draft or Banker’s Cheque drawn in favour of GE MCTE MHOW. Physical copies of the original instruments submitted towards the tender fee and Earnest Money Deposit (EMD) must reach the office of the Accepting Officer within five days after the bid submission deadline.
The tender requires an EMD of ₹75.85 lakh from non-enlisted contractors and MES contractors who have not executed a Standing Security Bond. The EMD is to be submitted in favour of GE MCTE MHOW.
For the successful bidder, the tender provisions allow the submitted EMD to be converted into part of the Performance Security. However, the complete Performance Bank Guarantee (PBG) or performance security must be deposited within 28 days of receiving the tender acceptance intimation from the Accepting Officer.
Eligibility is primarily open to MES-enlisted Class ‘S’ contractors under Category b(ii). Unenlisted Indian firms may also participate if they meet the prescribed financial, technical and experience requirements. These include relevant turnover, bank solvency and successful completion of similar government works.
The Accepting Officer will assess the technical bids and may verify the credentials and submitted documents before allowing eligible bidders to proceed to the financial bid stage. The tender represents a long-term opportunity for qualified contractors to undertake operations and maintenance of a utility-scale solar installation under MES.
