Indonesia has officially launched its ambitious 100 GWp Solar Power Program, creating major opportunities for renewable energy developers, investors, equipment suppliers, and independent power producers (IPPs). The program was launched on August 25, 2026, with a three-year target to develop around 33 GWp of solar capacity each year.
The first project bundle covers 5.3 GWp and is expected to attract investment of around USD 71.3 billion. The projects are planned across 15 locations and will use a mix of ground-mounted, rooftop, and floating solar technologies.
Seven projects, with a combined capacity of about 4.7 GWp, are currently ready for tender. The largest is the floating PLTS Jatiluhur project with 1,688 MWp capacity, followed by the 1,250 MWp PLTS Cirata floating solar project and the 636 MWp PLTS Jatigede project.
Other tender-ready projects include the 605 MWp PLTS Madura project, which includes battery energy storage system (BESS) integration, the 300 MWp PLTS Gilimanuk project, the 118 MWp PLTS Buleleng project, and the 69 MWp PLTS Lahan Bank Tanah project.
The projects will be offered to IPPs through competitive tenders. If competitive pricing cannot be achieved, Indonesia’s sovereign wealth fund Danantara is expected to participate to support project development.
For bidders, local content requirements, known as TKDN, will be an important consideration. These requirements are expected to follow a phased approach. BESS integration will also play a major role, particularly in projects where storage can reduce system costs and improve grid flexibility. The program estimates potential savings of around IDR 73.9 trillion annually through effective energy storage integration.
Land acquisition and permitting are another key area. Indonesia is working toward a single-window process to simplify approvals and accelerate project development. International developers are also expected to consider partnerships with local companies, with local partners required to hold SBUJPTL certification.
The success of the program will ultimately depend on competitive auction structures, bankable power purchase agreements, local participation, streamlined approvals, and access to financing. With several large projects already moving toward tender, Indonesia’s 100 GWp solar program could create a significant pipeline of opportunities for the global renewable energy industry.
