The Energy Regulatory Commission (ERC) has highlighted the importance of transparent geothermal pricing, supportive policies, and increased investment to accelerate the development of the Philippines’ geothermal energy sector.
The ERC, represented by Market Operations Service–Renewable Energy Division (MOS-RED) Chief Energy Regulation Officer Engr. Jayson G. Corpuz, participated in the 7th Philippine International Geothermal Conference (PIGC7), held from September 2 to 4, 2026, at the Mount Malarayat Golf & Country Club in Lipa City. The conference was organized by the National Geothermal Association of the Philippines (NGAP) under the theme “Sharpening the Geothermal TIP: Technology, Investment, and Policy.”
Engr. Corpuz took part in the first technical session, “Puhunan,” which focused on investment and policy issues affecting geothermal development. He presented the ERC’s Price Determination Methodology for Geothermal under the Green Energy Auction Program (GEAP), explaining the regulatory framework governing geothermal participation in the program.
The presentation also covered the ERC’s role in assessing financial bid documents submitted by geothermal developers. Engr. Corpuz discussed the Price Determination Methodology adopted under ERC Resolution No. 19, Series of 2024, including the parameters applicable to new and binary geothermal projects and the Commission’s evaluation process under the third Green Energy Auction (GEA-3).
He emphasized geothermal energy’s strategic role in improving Philippine energy security. As a stable, clean, and round-the-clock source of baseload electricity, geothermal power can complement variable renewable energy sources such as solar and wind.
The Philippines has significant untapped geothermal resources, with national plans targeting approximately 2,980 MW of geothermal capacity by 2040. The country also aims to increase renewable energy’s share in the power generation mix to 35% by 2030 and 50% by 2040.
The ERC said its pricing approach aims to remain transparent, evidence-based, and responsive to changing technology costs and financing conditions. The Commission emphasized that effective regulation must balance investor requirements with consumer protection.
Through its participation in PIGC7, the ERC reaffirmed its commitment to supporting geothermal investment, strengthening energy security, and promoting reliable and reasonably priced electricity for Filipino consumers.
