The Togolese government has launched a pre-qualification process for the construction and operation of a major solar photovoltaic (PV) power plant in Agoè-Nyivé, marking another step in the country’s efforts to expand renewable energy generation and improve access to clean electricity.
The tender was issued on August 10, 2026, under reference DPQ N° 001/AT2ER/CENTRALE AGOE/PRMP/2026. The initiative is being implemented under the authority of the Ministry Delegate in charge of Energy and Mining Resources, while the Togolese Agency for Rural Electrification and Renewable Energies (AT2ER) is acting as the delegated contracting authority. The project is receiving financial support from the French Development Agency (AFD), reflecting international cooperation in Togo’s clean energy development.
The procurement process covers two main stages. The first stage includes the design, supply, construction, installation, testing, and commissioning of the solar PV power plant in Agoè-Nyivé. The selected contractor will be responsible for delivering the facility and bringing it into operation.
The second stage covers the operation and maintenance of the solar plant for three years after its official commissioning. This arrangement is intended to ensure that the facility operates reliably and efficiently during the initial period of commercial or operational activity.
Companies interested in participating must demonstrate relevant technical experience. Applicants are expected to provide references and certificates confirming satisfactory completion of similar solar PV projects with comparable capacity. These requirements are aimed at ensuring that selected firms have the necessary expertise to deliver and manage a large-scale renewable energy facility.
Financial strength is another key requirement. Applicants must submit certified financial statements for 2023, 2024 and 2025, along with evidence of adequate average annual turnover and sufficient financial resources to undertake the project. Newly established companies that cannot provide three years of financial statements may submit alternative documents demonstrating their financial capability.
The pre-qualification documents are available for inspection at the AT2ER office in Tokoin Gbonvié, Lomé, during working days. Interested companies can obtain the complete documents in French by paying a non-refundable fee of 100,000 CFA francs through cash payment or bank transfer.
The Agoè-Nyivé solar project is expected to contribute to Togo’s renewable energy ambitions while supporting greater clean electricity generation and strengthening the country’s power infrastructure.
