Actis Launches Yeltica Energy With 2 GW+ Renewable Energy Target in Mexico

Actis has launched Yeltica Energy, a new greenfield renewable energy platform in Mexico targeting more than 2 GW of generation capacity across solar, wind and battery energy storage.

The platform is initially anchored by three solar-plus-storage projects with a combined capacity of approximately 330 MWp of solar PV and 255 MWh of battery storage. The projects were awarded under the first Mixed Investment Tender conducted by Mexico’s state-owned utility, Comisión Federal de Electricidad (CFE).

The three projects are backed by 25-year power purchase agreements (PPAs) with CFE. The contracts provide US dollar-denominated and inflation-indexed cash flows and are supported by CFE as the investment-grade anchor offtaker.

Yeltica Energy plans to expand beyond its initial portfolio to more than 2 GW of renewable generation and battery storage capacity. The platform intends to pursue additional opportunities through Mexico’s public tenders as well as proprietary project origination with developers and energy offtakers.

Actis Expands Mexican Renewable Energy Portfolio

Actis has an established presence in Mexico’s energy sector. The investment firm has previously owned and exited Zuma Energia, Saavi Energia and Atlas Renewable Energy in the country. It currently owns Valia Energia, a 3.2 GW gas-fired power platform.

Since its entry into the Mexican market, Actis has owned approximately 7.3 GW of generation capacity.

Yeltica Energy will be led by CEO José Luis García, who has more than 25 years of experience in the energy sector. García previously served as CEO of Zelestra LATAM, where he developed and divested a renewable energy platform exceeding 1 GW across Chile, Peru and Colombia. He also served as CEO of Zuma Energia, where he developed and built more than 800 MW of wind and solar projects in Mexico.

Mexico Targets Expansion of Clean Power Capacity

The launch comes as Mexico seeks to attract additional investment into its power sector under its Plan Mexico reforms. The country’s Power Sector Development Plan (PLADESE) 2025–2039 calls for approximately 75 GW of new gross generation capacity, with around 80% expected to come from clean energy sources.

Mexico is also targeting a 38% share of renewable electricity by 2030, compared with approximately 20% currently. The country plans to add 32 GW of new generation capacity by 2030, including 22 GW from renewable sources.

Actis said rising electricity demand, industrialisation and nearshoring are creating additional requirements for power infrastructure in Mexico, while the policy framework is intended to encourage collaboration between CFE and private investors.

Alberto Estefan, Managing Director, Energy Infrastructure at Actis, said Mexico’s growing energy demand and efforts to mobilise private capital are creating opportunities in the country’s infrastructure sector.

José Luis García, CEO of Yeltica Energy, said the platform has an anchor portfolio and pipeline that provide a foundation for its expansion plans.

Beyond the energy sector, Actis is also investing in Mexico’s data centre infrastructure through Latin American hyperscale platforms Terranova and NextStream.
