The Bihar Electricity Regulatory Commission (BERC) has heard a joint petition filed by Bihar State Power Generation Company Limited (BSPGCL) and Bihar State Power Holding Company Limited (BSPHCL) seeking approval for procurement of 10 MW (AC) of solar power from a new project in Bihar.
Filed as Case No. 33/2026, the petition seeks adoption of the proposed tariff and approval of a draft Power Purchase Agreement (PPA) for the long-term procurement of electricity. The power is proposed to be generated from a grid-connected, ground-mounted solar power project to be developed within the state.
The petition has been submitted under Sections 63 and 86(1)(b) of the Electricity Act, 2003. It also refers to the provisions of the BERC (Framework for Resource Adequacy) Regulations, 2025, and the BERC (Renewable Purchase Obligation, its compliance and REC Framework Implementation) Regulations, 2025.
North Bihar Power Distribution Company Limited (NBPDCL) and South Bihar Power Distribution Company Limited (SBPDCL) have been included as respondents in the proceedings.
The matter was heard by the Commission on September 22, 2026, before Chairman Amir Subhani, Member (Legal) P.S. Yadav and Member (Technical) Manoj Kumar. Officials and legal representatives of the petitioner companies appeared during the hearing.
The Chief Engineer (Generation) of BSPGCL submitted detailed clarifications addressing issues raised by the Commission during the earlier hearing held on August 25, 2026.
After hearing the submissions and arguments presented by the petitioners, BERC recorded the proceedings and fixed the matter for further hearing on October 5, 2026, at 11:30 AM.
