The PM Surya Ghar: Muft Bijli Yojana portal has introduced a new digital consumer verification feature at the Vendor-Consumer Agreement stage to strengthen transparency in rooftop solar installations.
Under the updated process, consumers are required to review and approve the Vendor-Consumer Agreement through their own portal login before vendors can proceed with the solar installation. The change is aimed at ensuring that consumers are aware of the project terms, costs and equipment details before installation begins.
When vendors upload the agreement through the “My Applications” section, they must enter the Total Cost of RTS Installation, including taxes and all applicable charges. The amount must match the quotation submitted during the feasibility stage in cases involving loan applications or rooftop solar systems with capacities above 10 kW.
After the agreement is uploaded, the application status changes to “Agreement Sent to Consumer for Confirmation”. Consumers are notified through SMS, email and portal alerts and can either approve or reject the agreement.
The “Upload Installation” stage will remain disabled until the consumer provides confirmation. If the agreement is rejected, vendors can view the consumer’s remarks and submit a revised document for approval.
The portal also specifies that any changes made to an agreement after consumer approval will invalidate the earlier confirmation. The verification process will then be triggered again, requiring fresh consumer approval.
Vendors have been advised to ensure that all information in the agreement, including pricing, product details and brand specifications, is accurate before submission.
