The Aurora Pacific Economic Zone and Freeport Authority (APECO) and Huge Energy have signed a memorandum of understanding (MoU) to explore the development of a renewable energy project with a planned capacity of up to 1 GW in the Philippines.
The proposed project will be located within the Aurora Pacific Economic Zone in Casiguran, Aurora. The development is planned as a multi-phase initiative combining solar power, battery energy storage, and waste-to-energy technologies.
Under the first phase, Huge Energy plans to develop a solar photovoltaic (PV) plant, a battery energy storage system (BESS), and a substation. The initial phase is expected to have an output of approximately 100 MW.
The second phase is planned to add another 350 MW through a combination of solar and waste-to-energy technologies. The third and final phase is expected to contribute an additional 550 MW. Together, the three phases would bring the project’s planned renewable energy capacity to 1 GW.
The MoU was signed in Quezon City by Huge Energy Chairman and CEO Lai Hongze, APECO President and CEO Usec. Gil G. Taway IV, and Dong-A Global Chairman and CEO Ik Soo Kwon.
Taway IV said reliable and sustainable power infrastructure is essential for supporting industrial activity, business expansion and new investments. He added that the project could support the development of substations and potentially transmission facilities, strengthening energy infrastructure for APECO, Aurora province and the wider Philippines.
The collaboration will cover several stages of project development. These include project planning, permitting, feasibility studies, grid interconnection, government approvals, procurement, power offtake arrangements, financing, and eventual operations and maintenance.
The parties will conduct technical and financial evaluations, due diligence, and grid assessments for each phase. The development will also remain subject to the required regulatory and government approvals.
APECO is making 90 hectares of land available for the proposed renewable energy development within the economic zone.
Huge Energy, a solar panel manufacturer, will manage the project in collaboration with South Korean energy, procurement and construction company Dong-A Global. The partnership is expected to combine solar manufacturing capabilities with energy project development and EPC expertise.
If implemented as planned, the multi-phase project would establish a large-scale renewable energy platform within the Aurora Pacific Economic Zone, with solar generation, energy storage and waste-to-energy facilities forming part of the proposed power infrastructure.
