Bharat Heavy Electricals Limited (BHEL) has invited bids for the selection of a Solar Project Developer to set up a 1,243 kWp grid-connected rooftop solar photovoltaic project across its facilities in Tamil Nadu. The project will be developed under the Renewable Energy Service Company (RESCO) Build Own Operate and Transfer (BOOT) model and will operate under a 25-year Power Purchase Agreement (PPA).
According to the tender, the proposed rooftop solar capacity will be divided between BHEL’s High Pressure Boiler Plant (HPBP) in Trichy and Boiler Auxiliaries Plant (BAP) in Ranipet. HPBP Trichy will account for 1,165 kWp, while BAP Ranipet will have 78 kWp of solar capacity.
BHEL has fixed an Earnest Money Deposit (EMD) of ₹20 lakh for participating bidders. The EMD can be submitted through electronic fund transfer, banker’s cheque, demand draft, insurance surety bonds, or bank guarantee, subject to the conditions specified in the tender. The tender document fee has been kept nil.
The selected developer will also be required to furnish Performance Bank Guarantees before signing the PPA or within 21 days from the date of the Letter of Intent. For the HPBP Trichy project, the total PBG is ₹85.95 lakh, comprising ₹21.49 lakh under Part-1 and ₹64.46 lakh under Part-2. For the BAP Ranipet project, the total PBG is ₹7.36 lakh, comprising ₹1.84 lakh under Part-1 and ₹5.51 lakh under Part-2.
The tender was issued on September 25, 2026. A pre-bid meeting is scheduled for September 30, 2026, from 14:00 hrs to 15:00 hrs at the BHEL HPBP campus. Bidders can inspect the project sites from the date of tender issuance until the day before bid opening between 09:30 hrs and 16:30 hrs. Completion of the mandatory site inspection and submission of the relevant certificate is required as part of the bid.
The developer will be responsible for designing, constructing, commissioning, operating, and maintaining the rooftop solar systems and supplying electricity to BHEL’s premises. Solar modules used for the project must comply with the Approved List of Models and Manufacturers (ALMM) requirements issued by the Ministry of New and Renewable Energy (MNRE).
Since the installations will be located on RCC flat rooftops, BHEL has emphasized the use of non-penetrative or ballasted mounting structures to protect existing waterproofing membranes. Structural additions will be restricted to a maximum load of 75 kg per square metre. Permanent access ladders must also be installed before construction begins.
The tender follows a single-stage, two-part bidding process comprising techno-commercial and price bids through BHEL’s e-procurement platform. Bidders must quote a single fixed tariff per kWh for the entire 25-year PPA period. Financial closure and commissioning are required within three months from the PPA Effective Date.
At the end of the 25-year agreement, the selected developer will be responsible for dismantling the solar installation, clearing the site, and restoring the rooftop surfaces to their original condition at its own cost.
