Government Engineering College, Thrissur, under the Technical Education Department of the Government of Kerala, has invited online bids for the supply of specialized laboratory equipment and consumables required for a research project on “Modified Microbial Electrolysis for Green Hydrogen Production.”
The e-tender has been issued under Tender Reference No. D1/05/26-27 and File No. GECTCR/444/2026-D1. Eligible manufacturers, authorized dealers, and authorized distributors can participate in the procurement process. Bids are required to be submitted through the Kerala Government e-Tender Portal.
The last date for submission of bids is October 13, 2026, at 2:00 PM IST. The technical bids will be opened on October 15, 2026, at 11:00 AM IST. The submitted bids will remain valid for 180 days.
The tender carries a non-refundable fee of ₹472, including a base fee of ₹400 and 18% GST. An Earnest Money Deposit (EMD) of ₹1,517 is also required. Both the tender fee and EMD must be paid online through the Kerala Government e-Tender System.
The procurement covers 12 categories of laboratory equipment and consumables. These include a 100 ml sealed H-type electrochemical cell with a proton exchange membrane, a 100 ml single-chamber glass electrochemical cell, cylindrical graphite rod electrodes, high-purity graphite sheet electrodes, graphite powder, platinum plate electrodes with PTFE coating, nickel sheet electrodes, and a laboratory mechanical stirrer.
Other required equipment includes a 3 5/6-digit TRMS digital multimeter, saturated calomel reference electrodes, 10×10 cm Nafion membranes, and charged porous ceramic pots. These items are intended to support laboratory research and experimentation related to microbial electrolysis and green hydrogen production.
The tender does not specify a separate fixed Performance Bank Guarantee amount or percentage. However, bidders must execute and upload a Preliminary Agreement on Kerala Stamp Paper worth ₹220. The agreement requires the successful bidder to execute a formal contract and fulfill the associated obligations. Failure to submit the agreement may lead to rejection of the bid.
Quoted prices must include GST, packing, forwarding, freight, insurance, loading, unloading, installation, commissioning, demonstration, and other incidental costs. Successful bidders must complete delivery within 60 days from the date of issuance of the Supply Order.
Bidders must also submit technical catalogues, compliance statements, authorization certificates, and documents demonstrating previous supply experience to government institutions, universities, or research departments. Hard copies of all uploaded documents must also be dispatched to the Principal, Government Engineering College, Thrissur.
Payment will be released only after successful delivery, installation, testing, and formal acceptance of the supplied equipment. The procurement will be carried out in accordance with the Kerala Store Purchase Manual, while the Principal has reserved the right to accept or reject any bid without assigning reasons.
