GERC Invites Consultancy Bids for Capital Investment Plan Scrutiny and Power Sector Monitoring In Gujarat

The Gujarat Electricity Regulatory Commission (GERC) has invited proposals from qualified consultancy firms to support the scrutiny, review, approval, and monitoring of Capital Investment Plans and other related matters in Gujarat’s power sector.

The consultancy assignment is part of the implementation of the Capital Investment Approval Framework under the GERC Multi-Year Tariff (MYT) Regulations, 2024. The framework applies to a five-year control period covering financial years 2025-26 to 2029-30.

The selected consultant will assist GERC in evaluating major capital expenditure (Capex) schemes submitted by power sector utilities through Detailed Project Reports (DPRs). The assessment will cover technical, financial, economic, and safety aspects of proposed investments. The consultant will also examine cost estimates by comparing them with benchmark rates and prevailing standard market prices.

The scope of work includes preparation of deficiency notes and detailed scrutiny reports for proposed projects. The consultant will develop a project monitoring framework and conduct periodic reviews of project progress. For completed projects, the consultant will undertake prudence checks to verify the actual project cost and assess any time or cost overruns. The assignment will also include verification of geo-tagging requirements related to completed projects.

GERC has also included scrutiny of non-DPR Capex schemes in the consultancy scope. The consultant will examine such proposals to ensure that projects are not improperly divided into smaller schemes to remain below applicable approval thresholds.

In addition, the consultant will review intra-state transmission projects being developed under the Tariff Based Competitive Bidding (TBCB) framework. The assignment will also involve preparing internal guidance manuals and Management Information System (MIS) frameworks to strengthen the Commission’s institutional capacity and improve the monitoring of capital investments.

To qualify, bidders must be Indian-registered companies, limited liability partnerships, or partnerships with at least 10 years of consulting experience in the power sector. They must have successfully completed at least four similar assignments for regulators or power utilities.

Eligible firms must have a minimum of 40 full-time employees in India, including at least 20 professionals with experience in the power or infrastructure sector. They must also report an annual turnover of at least ₹10 crore and maintain a positive net worth during the last three audited financial years. Bidders and their key personnel must not be blacklisted or have conflicts of interest involving GERC-regulated utilities.

The required team will comprise seven key personnel, including a Project Director with over 20 years of experience, a Project Manager with more than 12 years of experience, technical, regulatory/financial and accounting experts, and two project executives. At least two dedicated personnel will be required to work from the Commission’s office throughout the engagement.

GERC will select the consultant through a Quality and Cost Based Selection (QCBS) process, with technical evaluation carrying 70% weightage and financial evaluation 30%. A minimum technical score of 70 out of 100 is required for opening financial bids.

Complete bids must be submitted to the Secretary, GERC, at GIFT City, Gandhinagar, by October 26, 2026, before 18:00 hours IST.
