Terra Clean Limited (TeCL), a wholly owned subsidiary of Indian Oil Corporation Limited (IOCL), has invited bids for land aggregation works for a 300 MW InSTS-connected solar power project in Gujarat. The tender has been issued under Tender No. TeCL/CC/Solar/2026-27/13 and Search Code TeCl-2026-TN000009.
The proposed solar project will be located near the 220kV Bhalgamda GETCO Substation in Morbi district, Gujarat. TeCL has invited proposals through a two-bid system, covering the technical and financial aspects of the work. The overall contract period will be nine months from the date of the Kick Off Meeting, Commencement Order, or within 15 days from the issuance of the Letter of Acceptance (LoA), whichever occurs earlier.
Tender documents can be downloaded free of cost through the TCIL Electronic Tender Services (ETS) portal from October 7, 2026, to November 4, 2026, until 17:00 Hrs IST. Interested bidders must first execute and submit a signed Confidentiality Agreement from their registered email ID. A hard copy of the agreement must also be sent to TeCL’s New Delhi office. Non-compliance with this requirement will lead to rejection of the bid.
A pre-bid meeting will be conducted through Microsoft Teams on October 21, 2026, at 15:00 Hrs IST. The meeting will provide prospective bidders with an opportunity to seek clarification regarding the tender requirements. Online bid submission will open two days before the closing date, with the final deadline set for November 5, 2026, at 15:00 Hrs IST. The techno-commercial bids will be opened at 15:30 Hrs on the same day.
TeCL has not prescribed an Earnest Money Deposit (EMD) for the tender. However, bidders must submit a signed Bid Security Declaration along with their bids. Failure to provide the declaration will result in outright rejection. Performance Bank Guarantee or Security Deposit will be applicable as specified under Clause 4.0 of Section 2, Instructions to Bidders. Provisions for mobilisation advance are also included under Section 3 of the tender conditions. The bidding document fee is nil.
Under the Pre-Qualification Criteria, bidders must demonstrate relevant experience in land arrangement for grid-connected solar or wind projects totaling at least 20 MW/MWp, including at least one project of 10 MW/MWp. Alternatively, bidders can qualify through general land aggregation experience covering at least 70 acres, including one project covering a minimum of 35 acres, during the past seven years.
Bidders must also have achieved an annual financial turnover of at least ₹15 crore during any one of the preceding three financial years. The net worth of the bidder must be positive and at least 100% of its paid-up share capital.
The contract is indivisible and will be awarded to a single successful bidder following an e-auction evaluation process. Hard copies of the Bid Security Declaration, Pass Phrases, Power of Attorney, and CNDA must reach TeCL’s office in Kidwai Nagar, South-West Delhi, before the bid closing date.
