Rajasthan Solar Park Development Company Limited (RSDCL), a subsidiary of Rajasthan Renewable Energy Corporation Limited (RRECL), has concluded the reverse auction for a 2,450 MW solar photovoltaic project integrated with 1,600 MW/6,400 MWh of battery energy storage systems (BESS) at Pugal Solar Park in Rajasthan. The auction was conducted through an electronic reverse auction (e-RA), with tariffs ranging from ₹3.42 per kWh to ₹3.54 per kWh across the two project lots.
The tender was divided into two lots to support the development of large-scale solar generation capacity alongside four-hour battery storage systems. Lot 1 comprises 2,000 MW of solar capacity with 1,320 MW/5,280 MWh of BESS, while Lot 2 covers 450 MW of solar capacity with 280 MW/1,120 MWh of BESS. Together, the projects will provide 2,450 MW of solar capacity and 1,600 MW/6,400 MWh of storage capacity.

In Lot 2, Coal India Limited emerged as the lowest bidder, securing 225 MW of solar capacity with 140 MW/560 MWh of BESS at a tariff of ₹3.42 per kWh. Leo Energies 6, associated with Actis, secured the remaining 225 MW of solar capacity, along with 140 MW/560 MWh of BESS, at ₹3.43 per kWh. The combined allocation for this lot totals 450 MW of solar generation capacity and 280 MW/1,120 MWh of battery storage.

For Lot 1, NLC India Renewables Limited and Rama Reflection India Private Limited jointly secured the lowest tariff of ₹3.53 per kWh. NLC India Renewables received 1,000 MW of solar capacity with 660 MW/2,640 MWh of BESS, while Rama Reflection India secured 250 MW with 165 MW/660 MWh of storage. Coal India Limited was allocated the remaining 750 MW of solar capacity (under bucket filling method), accompanied by 495 MW/1,980 MWh of BESS, at a tariff of ₹3.54 per kWh.
Under the tender structure, Lot 1 consists of eight plots of 250 MW each, while Lot 2 comprises two plots of 225 MW each. Plot allocation priority is determined by the final bidder rankings, beginning with the lowest-tariff bidders. The bidding framework also specifies a maximum combined allocation of 1,225 MW across both lots for eligible bidders, subject to the tender conditions.
The projects will operate under a maximum capacity utilization factor (CUF) of 28%. Electricity generated beyond this limit may be purchased by Rajasthan Urja Vikas and IT Services Limited (RUVITL) at 50% of the winning tariff, up to the contracted capacity.
The auction marks a significant step in Rajasthan’s efforts to combine large-scale solar generation with battery storage. The integration of BESS is intended to improve the dispatchability of renewable electricity and support power supply during periods when solar generation is unavailable.
