The Climate Investment Fund, managed by Norfund, has made its first investment in the Philippines to support the country’s transition to renewable energy. The investment, made in partnership with Impact Fund Denmark, involves acquiring a 49% equity interest in a major solar power initiative being developed by Vena Energy, a leading renewable energy company in the Asia-Pacific region.
The investment will support the construction of the 500 MWp Ixus Bugallon Solar Power Project in Bugallon, Pangasinan. The project is located next to Vena Energy’s existing 550 MWp Bugallon Solar Power Project, creating a large-scale solar energy development in the region. The initiative is expected to strengthen the Philippines’ renewable energy capacity and help meet its growing electricity requirements through cleaner power generation.
The project achieved financial close in July 2026, securing approximately US$310 million in senior loans from a consortium of eight international lenders. The financing arrangement demonstrates the role of development finance institutions in attracting international capital for renewable energy projects in emerging markets. By combining public development funding with private investment and international lending, the partnership aims to support the development of large-scale clean energy infrastructure.
The investment comes as the Philippines faces increasing electricity demand and continues to depend heavily on fossil fuels for power generation. Coal currently accounts for approximately 62% of the country’s electricity generation, highlighting the need to diversify its energy mix and increase the contribution of renewable sources.
Electricity demand in the Philippines is also projected to rise substantially over the coming decades. According to the projections cited for the country, demand could increase from 16.6 gigawatts in 2022 to an estimated 68.5 gigawatts by 2050. This expected growth will require significant investment in new generation capacity, transmission infrastructure and other energy systems to ensure a reliable and sustainable electricity supply.
Once operational, the 500 MWp Ixus Bugallon Solar Power Project is expected to generate enough electricity annually to meet the consumption needs of approximately 650,000 households. The project is also projected to avoid around 530,000 tonnes of carbon dioxide emissions each year by replacing electricity generation from fossil fuel-based sources.
Norfund and Vena Energy have expressed confidence in the Philippines’ potential to expand its renewable energy infrastructure. The country’s growing energy requirements present opportunities for investment in solar power and other clean energy technologies, particularly as policymakers seek to reduce dependence on coal and improve energy sustainability.
The partnership also highlights the importance of long-term institutional capital in accelerating renewable energy development. Development finance institutions can help mobilise private investment by participating in projects that require substantial upfront funding and long-term commitments.
Through its first investment in the Philippines, Norfund’s Climate Investment Fund is expanding its presence in the country’s renewable energy sector. The investment in the Ixus Bugallon project is expected to contribute to clean electricity generation, reduce emissions and support the Philippines’ broader energy transition while demonstrating a financing model that could be applied to future renewable energy developments across the Asia-Pacific region.
