Solar Energy Corporation of India Limited (SECI), on behalf of the National Highways Authority of India (NHAI), has invited online bids for setting up a grid-connected solar photovoltaic (PV) power project with a minimum capacity of 4 MW on the elevated section of the Delhi-Saharanpur National Highway (NH-709B), Package-I. The project will be developed under the Build-Own-Operate (BOO) or Renewable Energy Service Company (RESCO) model through a competitive bidding process.
The proposed solar project aims to meet the electricity requirements of NH-709B Package-I and the Delhi-Mumbai Expressway (DME), Package-I. The initiative is expected to support the use of renewable energy across highway infrastructure while helping NHAI meet its captive electricity demand through solar power generation.
Any surplus electricity generated beyond NHAI’s captive consumption can be sold to local distribution companies (DISCOMs), subject to applicable net-metering or group-metering policies. This arrangement will provide an additional avenue for utilising excess solar power generated by the project.
Under the bidding framework, participating developers must quote a single fixed levelized tariff in Indian rupees per kilowatt-hour (kWh), along with the proposed project capacity. The power purchase agreement (PPA) will remain valid for 25 years from the scheduled commissioning date, providing a long-term contractual framework for power procurement.
According to the tender details, the request for selection (RfS) carries reference number SECI/C&P/PMC/11/07/2025-26, dated October 28, 2026. The tender has been listed under the ISN-ETS search code SECI-2026-TN000036 and was issued on October 28, 2026. The bid processing fee has been fixed at ₹25,000, excluding 18% Goods and Services Tax (GST).
Bidders are required to submit an earnest money deposit (EMD) of ₹11 lakh per MW of the quoted capacity. The EMD can be provided through a bank guarantee, Payment on Order Instrument (POI), or insurance surety bond and must remain valid for nine months from the last date of bid submission.
The selected developer will also be required to furnish a performance bank guarantee (PBG) of ₹4,125 per kW of the cumulative project capacity. The guarantee must remain valid until nine months after the scheduled commissioning date.
Additionally, successful bidders must pay SECI success charges of ₹1 lakh per MW, plus applicable taxes. The payment will be made in two instalments, with 50% payable within 15 days of the issuance of the Letter of Award (LoA) and the remaining 50% before signing the PPA.
The scheduled commissioning date for the project has been set at nine months from the effective date of the PPA. Through this procurement, SECI and NHAI aim to expand solar power utilisation across national highway infrastructure and support the integration of renewable energy into highway operations.
