The Madhya Pradesh Urja Vikas Nigam Limited (MPUVNL) has issued a request for proposal (RfP) to select contractors for grid-connected and off-grid rooftop solar projects for 25 MW within the state. The off-grid installations will include battery storage. The last date for submission of bids is February 24, 2020.
The bidding process is for approximate twenty-five (25) MWp capacity of project under EPC with comprehensive O&M of five (05) years for Grid Connected Rooftop Solar PV Projects with/ without energy storage and Off-Grid Roof Top Solar PV Projects with energy storage at various locations in the state of MP, India.
The scope of work for the 25 MW of projects at various locations with and without battery energy storage involves the design, engineering, supply, installation, testing, and commissioning of the projects. Bidders are also expected to provide insurance, warranty, spare parts, and the operation and maintenance of the projects. Contractors will be required to complete the work within the scope order and bidders are required to pay a bid processing fee of Rs 25,000. By paying this fee, a bidder shall be eligible to bid for one or more categories of projects under the RFP.
The participant bidding company also has to ensure proper arrangements for periodic cleaning of panels (at least 18 cycles in a year excluding the period between July to September period) in order to maintain the requisite performance expectations. Bidders have to pay bid security ranging between Rs 500,000 and Rs 1.7 million depending on the type of installation and capacity chosen.
To participate in the competitive bidding process, the MPUVNL has provided technical and financial criteria to be met. For off-grid projects with battery storage ranging between 250 W and 10 kW capacity, applicants must have installed projects of cumulative capacity ranging between 1 kW and 25 kW, respectively. For financial criterions to be met, the bidders for 250 W must have a net worth of Rs 5 million and an annual turnover of Rs 10 million. Bidders for 10 kW are expected to have a net worth of Rs 10 million and an annual turnover of Rs 20 million.
For grid-connected projects ranging between 1 kW and 50 kW, indicated capacity ranged between 1 MW and 2.8 MW. Financial eligibility criteria stated that the net worth of companies must range between Rs 5 million and Rs 14 million for these projects.
