Chhattisgarh Notifies a CAPEX Tender for Vendors Empanelment of GCRT Projects under Capex Model

On December 24, 2019, the Government of Chhattisgarh has nominated Chhattisgarh State Power Distribution Company Limited (CSPDCL) as a State Nodal Agency for implementation of grid-connected solar rooftop photo-voltaic (GCRT) programs in the state of Chhattisgarh, then the CSPDCL has issued a tender for the empanelment of vendors for the installation of 1 kW to 500 kW of GCRT projects through a rate contract program under the CAPEX model in the state.

The scope of work includes design, shadow analysis of rooftop, engineering, supply, installation, and commissioning, including 5 years of comprehensive warranty for complete installed plant along with further 20 years extended warranty for solar PV module and comprehensive maintenance contract for 5 years of GCRT for all willing consumers except government connections in Chhattisgarh. 

The bidders can quote a separate rate for each capacity range of 1-10kW, 10-100 kW, and 100 kW-500 kW systems. The last date for the submission of bids is February 14, 2020. The pre-bidding meeting will take place on February 4, 2020.

As per the tender document, the declared annual capacity utilization factor should at least be 15%. The successful bidder should maintain generation to achieve annual CUF of a minimum 15% value until the end of the duration of 25 years.

The State of Chhattisgarh has recently approved the regulations for distributed renewable sources (CSERC) (Grid Interactive Distributed Renewable Energy Sources) Regulations, 2019) to facilitate the growth of renewable energy generation systems in the state. 

The maximum system capacity to be installed by a prosumer at his premises should not exceed the sanctioned load or contract demand, and the minimum capacity that can be set up under the net-metering arrangement would be 1kW of rooftop solar projects.
