SECI Tenders 32 MW OB Dump Based Solar PV Power Plant in Telangana

Solar Energy Corporation of India Limited (SECI) has invited tender for 32 MW (AC) OB Dump based Solar PV Power Plant at different sites of the Singareni Collieries Company Limited(SCCL) in Telangana.

Scope of work includes designing, engineering, supplying, construction, erection, testing & commissioning of the power plant. The bidder is also expected to provide operation and maintenance for the plant for 10 years. The location of the project is at different sites of SCCL Telangana.Earnest Money Deposit (EMD) of Rs. 2,90,56,000 must be submitted by each bidder.

The Total project capacity of 32 MW (ac) is divided into 02 different sites:

Site – 1 consists of the 22MW project at Ramagundam and Site – 2 consists of a 10MW project at Dorli.

Eligibility conditions for bidders are the total capacity of 32 MW will be awarded to a single successful bidder selected only after e-ra. However, there will be separate contract agreements based on separate sites with the same successful bidder. EMD can be submitted by the bidders jointly for the complete 32 MW project capacity but the successful bidder will be required to submit respective separate contract performance securities & advance bank guarantees for individual sites as there will be individual contract agreements with the successful bidder based on-site capacity.

The pre-bid meeting is scheduled on 02/04/2020 at 1100 hrs. The last date for the online submission of bids is 22/04/2020 until 1400 hours. The opening of techno-commercial bids will be held on 22/04/2020 at 1600 hours. The opening date of the financial bid will be intimated after the shortlisting of techno-commercial bids. The bid validity period shall be 180 from the date of opening of techno-commercial bid .Bidder shall upload the scanned copies of all original documents during online bid submission as a part of the first envelope. It has to be noted that “Bidder should explicitly note that no hard copies are to be submitted as a part of the second envelope”.The second envelope consists of e-documentation. 

Qualifying technical Eligibility criteria for the bidder is either the bidder should have experience in EPC execution of ground-mounted solar projects of 16 MW on turnkey basis or should have experience in execution of ground-mounted Solar Projects as a developer of grid-connected solar PV power plants of 16 MW in last seven financial years and the bidder should have experience of at least 02 grid-connected solar PV power Plant projects having an individual capacity of 04 MW or above.

To participate in this bid the minimum average annual turnover (MAAT) of the bidder in the last three financial years should be Rs.58,11,20,000/ and The net worth for the last financial year should be positive. The bidder should also have a minimum Working Capital of Rs. 36,32,00,000/- as per the last audited financial statement.

The Contractor should guarantee the Plant facility for the workmanship for 05 years from the date of operational acceptance. During the demonstration of yearly CUF, any shortfall from specified CUF shall attract the LD @ INR 5.65/kWh for each unit shortfall.

The document also stated that the contract performance security(CPS) against this contract needs to be furnished in 02 different stages. The first stage (Supply and Services) includes the value of the CPS of 10% of the contract value which will be valid for 5 months. The second stage (O&M) includes performance security of 30 days before the completion of first stage Performance Security & it shall be equivalent to 5% of the contract value which will be valid for 63 months.

Recently, SECI has issued a tender for installing a 34 MW solar PV power plant at SCCL. The 34 MW capacity will be developed at 2 different sites: Site 1 will be of 11MW and it will be located at Chennur whereas site 2 will be of 23 MW and it will be located at Kothagudem.

SECI has also announced 81 MW New Tenders In Telangana. The first tender was 34 MW (AC), the second tender was 32 MW (AC)and the third tender was 15 MW (AC) at SCCL

In January, SCCL had Singareni Collieries Synchronises 5MW Solar Power Plant with the Grid to Meet 220 MW Growth Goals.
