SECI Tenders For 15 MW Floating Solar PV Power Plant In Telangana

The Solar Energy Corporation of India (SECI) has issued a tender, inviting bids from eligible firms for installing 15 MW floating solar PV power plant for different sites at the Singareni Collieries Company Limited (SCCL) in Telangana.

The project is divided into 2 sites: Site 1 is STPP Storage Reservoir for the capacity of 10 MW and site 2 is Dorli OC -2 Void, SSCL for the capacity of 5 MW.

The last date for bid submission is 4 May 2020 till 1400 Hours, and the techno-commercial bids will be opened on the same date at 1600 Hours. A pre-bid meeting is scheduled for 20 April 2020. The date and time of opening of the price bids will be intimated after the shortlisting of techno-commercial bids. To participate in this bid, bidders will have to submit Earnest Money Deposit(EMD) of Rs 1.701 crore along with their bids.

Scope of Supply & Work includes all design & engineering, procurement & supply of equipment and materials, testing at manufacturer’s works, multi-level inspections, packing and forwarding, supply, receipt, unloading, and storage at site, associated civil works, services, permits, licenses, installation and incidentals, insurance at all stages, erection, testing and commissioning of (10 MW + 5 MW)15 MW (AC) Floating Solar Photovoltaic Power Plant and performance demonstration with associated equipment and materials on turnkey basis at 2 locations for SCCL, Telangana and 10 (ten) years comprehensive operation and maintenance from the date of Operational Acceptance. 

The eligibility criteria for participating in the bid is that the Minimum Average Annual Turnover (MAAT) of the bidder in the last three financial years should be Rs 34.02 cr. and the net worth for the last financial year should be positive. As per the last audited financial statement, the bidder should also have a minimum working capital of Rs 21.26 cr.

The bidders should have experience in EPC execution of ground-mounted solar projects on turnkey basis of cumulative capacity of 8 MW in the last seven financial years as on the last date of bid submission.

The document also stated that the Contractor is advised to inspect the site and study the nature of soil, topography, hydrography and other conditions to decide the extent or scope of area grading, ground compaction, and foundation system to be provided before submission of the Bid. The Employer shall not be responsible for any variations in soil characteristics and other conditions, between those observed during the preliminary site visit and detailed investigations to be carried out by the Contractor during contract execution and there shall be no compensation whatsoever in the contract price on this account. 

The bidder shall only be eligible to submit/ upload the Response to tender after logging into the Electronic Tender portal and downloading the official copy.

Recently, SECI has issued Notice Inviting Tender (NIT) for setting up 1200 MW Inter-State Transmission System(ISTS)-connected RE Projects with assured Peak Power supply in India, through a global tariff-based competitive bidding process.

On 25 March, SECI has invited tender for 32 MW (AC) OB Dump based Solar PV Power Plant at different sites of the Singareni Collieries Company Limited(SCCL) in Telangana.
