Haryana Floats Tender For LED Based Solar Home System for Anganwari Centres

Haryana Renewable Energy Development Agency has floated Online tenders for LED Based Solar Home System for Anganwari Centres.

The last date of bid submission is 03.07.2020 at 02:00 P.M.Date & time of opening of Technical Bids/s.will be on or after 03.07.2020 at 02:30 P.M.Date & time of opening of Financial Bids/s To be decided later according to tender document. The last date of online submission of EMD, Tender fee & e-Service through is On or before the last date of submission of Technical Bids up to 12:00 Noon and if bidders want to submit fees through RTGS/ NEFT the last date is On or before 01.07.2020 Upto 02:00 P.M.

The scope of work for the successful bidder is Supply, installation, and commissioning of LED Based Solar Home System for Anganwari Centres of the Haryana State with five years warranty of the complete system. The delivery period is three months from the date of placement of work order.  

Along with the bids, the bidders are required to submit tender fees of Rs. 5000/-. And E-Service Fee of Rs. 1000/-.The bidders are also required to submit earnest money deposit of Rs 2,00,000/-.The total tender value is Rs 45,00,00,000.

Value of Performance Security Deposit for Haryana Based Micro and Small Enterprises (MSEs) will be @0.2% of the order value or estimated value of Rate Contract. For Haryana based other firms/enterprises @2% of the order value or estimated value of Rate Contract. Other States/ UTs based firms will provide Performance Security Deposit @5% of the order value or estimated value of Rate Contract.

Haryana based manufacturing Micro and Small Enterprises (MSEs). Khadi Village Industries Unit, For Haryana based Startups/First Generation Entrepreneurs eligible as per State policy, are exempted from submitting any fee.

Eligibility Criteria for a bidder to participate in this tender is The Bidder should be either a body incorporated in India under the Companies Act, 1956 or 2013 including any amendment thereto or proprietary/partnership firm, Bidder should be registered manufacturer of Solar Module or Battery to be used in the quoted item and bidder will submit tie-up certificate for remaining major component/s from the original manufacturer of the component along with Test report of the complete system in his name issued by any of the MNRE / BIS /IEC/ NABL accredited laboratory on or after 01.04.2017. Bid without valid test report from MNRE / BIS /IEC/ NABL accredited laboratory will be rejected out rightly, The manufacturing firm should have a valid ISO 9001:2015 Certificate, Bidder should have not been debarred/blacklisted by any Govt. Deptt’s / organization/ PSU’s / institutions/ agencies/ autonomous Organizations.  

The bidder should have minimum average annual turnover 30% of the estimated bid value in the last three years, ending 31st March of the previous Financial Year i.e. up to 2018-19. 

Bidder should have prior experience of having successfully completed similar contracts i.e. Solar Home Light System/Solar Street Light costing not less than the amount equal to 40% of the estimated value of the bid quantity, during the last three years ending 31st March of the previous Financial year (2018-19), to Govt. / Semi Govt. Organizations.

The Successful Bidder shall be required to establish at least one Service Centre at Divisional Level in their area of operation in Haryana. The successful bidder should maintain the inventory of required spare parts at the service center. 

It has been highlighted that the past performance of the firms shall be considered while evaluating the technical bids. If the bidder has a poor record for providing after-sales services to Haryana during the last five years then their bid may be rejected outrightly. 

 Bidders are also required to provide a five years warranty from the date of commissioning (including batteries) and PV module(s) and warranty for a minimum period of 25 years from the date of supply. PV modules used in Solar Home systems must be warranted for their output peak watt capacity, which should not be less than 90% at the end of Ten (10) years and 80% at the end of Twenty five (25) years.
