MNRE Seeks Suggestions From Stakeholders On Revised Standards Of SPV Modules and Solar Inverter By September 7

The Ministry of New and Renewable Energy (MNRE) seeks recommendation of the Experts Committee on the revised Indian Standards on SPV Modules and Inverter notified by BIS for implementation. This order includes SPV Modules, Inverter and Battery Storage with specified Indian Standards adopted from IEC Standards . On 14th June 2019, BIS vide gazette published the revised Indian Standards for SPV Modules and inverter, and suggested that MNRE may hold stakeholder consultations for concurrent running of the same before 11.6.2020 but it has extended t to 9th September 2020 due to Covid 19 lockdown.

The Ministry has invited comments and suggestions from all the stakeholders on the recommendations of the experts committee.The last date for submitting their suggestion is 07 September 2020.

Power Ministry Advises Gencos and Transcos To Charge Late Payment Surcharge At 12% Per Annum

In order to alleviate the financial stress in the power system , all Generating Companies and Transmission Companies have been advised by Ministry of Power to charge Late Payment Surcharge at a rate not exceeding 12% per annum (simple interest) for all payments made under the Liquidity Infusion Scheme of PFC and REC under Atmanirbhar Bharat. With this measure the financial burden on Discoms will ease out.In general, the applicable rate of Late Payment Surcharges is quite high despite the fact that interest rates in the country have softened over the last few years. The rate of LPS in many cases ranges upto 18% per annum and has adversely impacted Discoms during this difficult phase of lockdown imposed on account of COVID-19 pandemic.

TERI Proposes Fiscally Responsible Green Stimulus To Accelerate Growth Of RE in India

The Energy and Resources Institute (TERI) released a discussion paper titled  ‘A Fiscally Responsible Green Stimulus’ to suggest measures that would lead to demand and job creation and accelerate India’s transition towards cleaner air and a lower carbon economy. The paper explores ideas which can both create economic demand and jobs, and result in substantial private investment primarily through policy and regulatory interventions. By focusing on demand-side interventions, the proposals aim to support initiatives which would become independently viable, and which will, in turn, be able to generate employment. Some of the measures, such as those which aim to increase access to clean and reliable energy in rural areas, will also help power rural enterprises, creating virtuous cycles of investment and employment. By creating additional demand in the market, the measures being proposed would enhance the utilization of the liquidity created through the stimulus package the government has announced. 

NTPC To Form Wholly-Owned Subsidiary For Its RE Business

National Thermal Power Corporation Limited (NTPC) Ltd,a central PSU under Ministry of Power and Country’s largest power generation company, recently  in its corporate disclosure to the BSE and NSE declared that it received the approval of NITI Aayog, Department of Investment, Ministry of Finance  and Public Asset Management (DIPAM) to form  a wholly-owned company for its renewable energy business. The wholly-owned subsidiary that is Renewable Energy Business will be incorporated under the provisions of the Companies Act, 2013.

GTAM Will Open New Doors to Renewable Power Procurement: JMK Research

After approving Real Time Market (RTM) trading in power exchanges about two months ago, Central Electricity Regulatory Commission (CERC) has now approved Green term ahead market (GTAM) contracts on the Indian Energy Exchange (IEX) platform.  Green Term Ahead Market (GTAM) is an alternative new model introduced for selling off the power by the renewable developers in the open market without getting into long term PPAs. Also, reportedly, in the absence of a suitable trading platform before, it was observed that the RE-rich States are either backing down RE or selling their surplus RE as conventional power which is leading to losses for both DISCOMS and RE generators. Thus, these RE generators and DISCOMS would now be able to access the new niche platform – GTAM – to sell their excess power.

KERC Announces Extension for FY 2020 RPO Targets By Three Months

The Karnataka Electricity Regulatory Commission (KERC) has recently granted another 3 month extension to obligated entities for fulfilling their renewable purchase obligations (RPOs) for 2020 had extended the time for complying with the RPO for FY20 by three months, keeping in view the prevailing COVID-19 pandemic situation. Few stakeholders had made representation to the Commission, seeking further extension of time upto 30.11.2020, for meeting the RPO for FY20, keeping in view the orders passed by the Hon’ ble ATE suspending the trading of RECs till 26.08.2020. The Commission stated that distribution licensees, grid-connected captive consumers, and open access consumers could meet their RPOs for the current year by 30 November 2020.

IREDA Seeks Consultant Services for Wind and Solar Projects under GBI Scheme

The Indian Renewable Energy Development Agency (IREDA) has issued a request for proposal (RfP) for open tender seeking consultants services  for wind and solar projects under the generation-based incentives (GBI) Scheme. The last date for bid submission is 15-September-2020. Technical Bid Opening Date and time is 16-September-2020 at 15:30 hrs. Last date and time of receiving vendors seeking clarifications in writing through email is 28-August-2020 at 1700 hrs. 

NTPC Vidyut Vyapar Nigam In Pact With Greenko Energies

NTPC Vidyut Vyapar Nigam Ltd. (NVVN), a wholly owned subsidiary of NTPC Limited has signed an MOU with Greenko Energies Pvt Ltd on 25.08.2020 for exploring the possibility of entering into an arrangement for trading, collaboration and partnership in Integrated Renewable Energy Storage Projects set up by GREENKO to offer Round the Clock (RTC) renewable energy power to potential customers in India. The pact with Greenko Energies Pvt Ltd will help NVVN to establish itself strongly in various segments of RTC bundled renewable power.

In order to achieve its objective of becoming 100% self sustainable for all it’s power needs and also to contribute to national solar power goals, Indian Railways organized wide ranging discussions with key stake holders under the chairmanship of Minister of Railways and Commerce & Industry Piyush Goyal. It may be noted that Indian Railways is committed to utilize solar energy for meeting its traction power requirement and become a complete ‘Green mode of transportation’. This is in line with the recent directive of Hon’ble Prime Minister to solarise railway stations and utilize vacant railway land for Renewable Energy (RE) projects. It will also contribute towards National Solar Mission, an initiative of the Government of India to promote solar power.

R K Singh Calls Upon AREAS to Spread Awareness About Benefits of RE

R.K. Singh, Union Minister of Power and New & Renewable Energy and the ex-officio Patron of Association of Renewable Energy Agencies of States (AREAS) graced the ceremony of 6th Foundation Day of AREAS on 27th August 2020 through an online platform. He launched AREAS website and also Telephone Directory of AREAS. Association of Renewable Energy Agencies of the States (AREAS) has been formed on MNRE initiative to interact and learn from each other’s experiences and also share their best practices and knowledge regarding technologies and schemes/programmes. The AREAS got registered under Society Registration Act 1860 on 27 August 2014. Union Minister for New & Renewable Energy is the Patron of the Association and Secretary, MNRE is the ex-officio President of the Association. All SNAs( State Nodal Agencies) are members of the Association.
