MNRE has issued notice regarding the amendment in the Guidelines for Tariff Based Competitive Bidding Process For Power Procurement From Grid Connected Wind Solar Hybrid Projects’ issued dated 14.10.2020.

As per the new amendment: Players like NTPC, RUMS, NHPC would come in to play while SECI will not be the nodal agency. Appropriate Regulatory Commission to approve deviation from guidelines (instead of Ministry as earlier). State govt. Guarantee forms part of Payment Security Mechanism in case direct procurement by DISCOM.

Payment security by DISCOM to Intermediary Procurer vide Letter of Credit and State Govt. Guarantee. Early commissioning allowed on Mdium Term and Short Term Access basis, which is in addition to such commissioning through Long Term Access. However, sale of power to procurer from SCD would be through LTA.

Clarity on grounds of extension due to delay in grant of connectivity and operationalization of Long Term Access – Applicant should ensure that Interconnecting substation was scheduled for completion on or before SCD of the Hybrid Project (Crucial One, well coordinated efforts required from RE Developers as well as Transmission Licensees; CEA to play important role).
