For the installation of approximately 1,110 MW (1.1 GW) of grid-connected solar projects, Madhya Pradesh Urja Vikas Nigam (MPUVNL) has issued an invitation for bids, as part of Component C of Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) initiative for feeder solarization.
The developer will be qualified for government financial aid worth 30% of the projected project cost.
The proposals must be submitted by February 7, 2023, and the day of the bid opening is February 9.
A bid participation fee of Rs. 7,000 is required of all bidders. They must also provide a bid security payment of Rs. 100,000/MW along with a bid processing cost of Rs. 5,000/MW.
Additionally, the winning bidder must provide a performance bank guarantee in the amount of Rs. 500,000/MW.
The Madhya Pradesh Power Management Company (MPPMCL) will receive power from these plants at several state sites.
The bidders must design, engineer, install, build, supply, test, and commission the projects in addition to building the bay and associated switchgear at the substation, according to the project’s scope of work.
Further, comprehensive operation and maintenance (O&M) is also a part of the project’s work scope for 25 operating years.
The selected developer must commission the projects within a year of receiving the letter of award.
The distribution firms in question are to identify the substations for the projects, and they must have at least one agricultural feeder and one non-agricultural feeder emanating from the 33/11 kV substation.
A minimum capacity utilization factor (CUF) of 15% must be met annually by the projects, with the exception of the first year of operation.
According to the tariff determined for that year under the agreement, the procurer shall be obligated to acquire extra energy from the developer on an annual basis in amounts more than 21% CUF.
For the fiscal years 2021 or 2022, the net worth of the bidders, venture, or members of the consortium, shall not be less than Rs. 10 million/MW to participate in the bidding process.
