NamPower Invites EOI From Consultancy Firms For Namibia Renewable Energy Project

NamPower Corporation, a prominent entity in Namibia’s power sector, has officially opened the doors for qualified and experienced Consultancy Firms to express their interest in providing services for the Namibia Renewable Energy Scale-Up Support Project. This initiative, supported by a grant from the World Bank โ€“ International Bank of Reconstruction and Development (IBRD), aims to propel renewable energy development in the country.

NamPower, through the IBRD grant, is set to focus on critical aspects of renewable energy development, including feasibility and development studies, procurement support, and transaction advisory services for Independent Power Producers (IPPs). The grant will facilitate resource assessment studies for wind and solar photovoltaic (PV), site studies, environmental permitting studies for solar PV, Battery Energy Storage Systems (BESS), and wind projects. Additionally, the funds will contribute to the establishment of a conducive regulatory environment for competitive IPP procurement.

NamPower has earmarked specific sites for solar PV, BESS, and wind projects. The consulting services, to be financed by the grant, will play a pivotal role in advancing the development of these identified sites.

Scope of Services:
The Expression of Interest (EOI) invites Consultancy Firms to participate in the project through four distinct consultancy service packages, each addressing different aspects of renewable energy development. These include conducting environmental and social assessments, site studies for wind and solar PV/BESS projects, and associated feasibility studies.

Invitation to Consultancy Firms:
NamPower extends an invitation to eligible consulting firms to submit Expressions of Interest (EOI) for the provision of the specified services. Interested and registered Consultancy Firms are required to showcase their technical and managerial capabilities, qualifications, and relevant experience. The information provided in the EOI will form the basis for shortlisting firms for further engagement in the subsequent phases of the project.

Submission Details:
The EOI documents must be prepared in the English language and submitted in HARD COPY ONLY. Firms are also required to include an electronic copy of the full submission in a searchable PDF format on a USB storage device within the sealed envelope. The submission address is as follows:

Submission Deadline:
The deadline for the submission of the EOI is set for [16 February 2024], with a closing time of [10:00 am Namibian Time]. Firms are advised to adhere to this timeline as any inability to meet the submission requirements may result in non-shortlisting.

Selection Method:
The approach to market for the procurement of consultants will be Open National, with the EOI advertised exclusively in Namibia. The selection of consultants will follow the Quality and Cost-based Selection (QCBS) method outlined in the World Bank Procurement Regulations for IPF Borrowers.

NamPower emphasizes that only a limited number of eligible consultants will be shortlisted, urging firms to submit comprehensive track records for ranking purposes.
