The Chhattisgarh State Electricity Regulatory Commission (CSERC) has proposed amendments to the Chhattisgarh State Electricity Supply Code (Fourth Amendment) 2024, inviting objections and suggestions from stakeholders until March 4, 2024. A public hearing is scheduled for March 6, 2024, at the Commission’s office. The proposed amendments aim to address the evolving landscape of electricity distribution, particularly with the introduction of prepaid smart meters enabled with online recharge facilities. These meters empower consumers to monitor and manage their energy consumption, facilitating informed decisions and enhancing payment reliability and distribution efficiency for the distribution licensee.
Under the Revamped Distribution Sector Scheme (RDSS) initiated by the Ministry of Power, prepaid smart meters are proposed for installation, with REC and PFC tasked as agencies to oversee the implementation by DISCOMs.
The amendments introduce provisions for the supply of electricity to consumers through prepaid smart meters, covering all consumer categories except agriculture consumers. Consumers can apply for electricity supply through a prepaid smart meter, subject to feasibility and relevant provisions of the Supply Code.
Security deposits for new connections with prepaid smart meters are waived, while existing consumers shifting to prepaid arrangements may have their security deposits credited against their initial recharge. Arrear adjustments for prepaid consumers will be made in accordance with specified procedures.
The surcharge will not be levied on installment balances if daily payments are made punctually. However, failure to pay installments will result in the application of surcharges as per existing practices.
Consumers have the option to purchase and provide their own prepaid smart meters, subject to maintenance responsibilities and periodic testing by the licensee. Penalties based on maximum demand recorded prior to smart meter installation will not be imposed.
The amendments emphasize real-time communication between utilities and consumers, facilitating online recharge, and providing notifications/alerts for low balances. Disconnection due to zero balance will be scheduled during office hours, with reconnection initiated automatically upon recharge.
Check meters will be installed for verification purposes, with complaints related to excess billing addressed through mandatory installations. In case of damage or malfunction, the responsibility for replacement varies depending on the cause.
The CSERC will regulate and oversee the implementation of prepaid smart meters, setting standards, procedures, and guidelines, with the authority to monitor performance, enforce penalties for violations, and conduct inspections and audits as necessary.
Overall, the proposed amendments aim to modernize electricity distribution, enhance consumer empowerment, and ensure efficiency and reliability in service delivery.
