In a recent development, the Arunachal Pradesh State Electricity Regulatory Commission (APSERC) has introduced amendments to the regulations governing Green Energy Open Access (GEOA) and the methodology for calculating charges in 2024. These changes, outlined in the Arunachal Pradesh State Electricity Regulatory Commission (Terms and Conditions for Green Energy Open Access (GEOA) and Methodology for Calculation of Charges) (1st Amendment) Regulations 2024, signify a significant shift in the state’s approach towards renewable energy utilization.

The amendments, made under the authority granted by Regulation (28) of the APSERC, come in response to the growing importance of green energy and its integration into the state’s electricity framework. Published in the extraordinary Gazette of Arunachal Pradesh, these regulations emphasize the promotion of sustainable practices while ensuring a fair and balanced system for both consumers and providers.

A key revision introduced in this amendment pertains to the provision of a banking facility for consumers utilizing green energy. Under this provision, surplus energy generated by consumers from green energy sources can be stored with the distribution licensee for future use. Notably, this surplus energy must be at least 30% of the total monthly electricity consumption sourced from the distribution licensee by the consumer. This requirement aims to encourage consumers to invest in green energy generation while maintaining a degree of reliance on the distribution licensee.

The effective implementation of these regulations is expected to foster greater adoption of green energy solutions among consumers in Arunachal Pradesh. By providing a clear framework for green energy open access and establishing guidelines for the calculation of charges, the APSERC aims to create a conducive environment for sustainable energy practices in the state. These amendments reflect a proactive approach towards addressing environmental concerns and advancing towards a greener and more energy-efficient future.
