BSPGCL Floats RFP for 10 MW Floating Solar PV Project at Durgawati Dam, Bihar

Bihar State Power Generation Company Limited (BSPGCL) Invites Bids to procure power through tariff-based competitive bidding for a Grid-Connected 10 MW (AC) Floating Solar PV Power Project. This project will be established under the RESCO mode, positioned over the reservoir of Durgawati Dam located in District Kaimur/Rohtas, Bihar.

The deadline to submit online bids is April 25, 2024. The bid opening is scheduled for the same day.

The bidding document fee is Rs 25,000 plus 18% GST, payable through RTGS/online.

The bidder must submit an Earnest Money Deposit (EMD) of Rs 1 crore along with their bid. This deposit can be made in the form of a Bank Guarantee (BG) or Payment on Order Instrument (POI).

The bidder chosen by BSPGCL through this RFP will be required to submit a Performance Bank Guarantee valued at INR 25 Lakh/MW (Rupees Twenty-Five Lakhs per MW) within 30 days of the issuance of the Letter of Intent (LoI) or prior to the signing of the Power Purchase Agreement (PPA), whichever comes first.

The bidder must demonstrate a Minimum Average Annual Turnover (MAAT) of INR 30 Crore over the preceding three (03) financial years. Please note that ‘Other Income,’ as specified in the annual accounts of the bidder, will not be factored into the calculation of the annual turnover.

The bidder must declare the Annual Capacity Utilization Factor (CUF) of the project when submitting the response to the RFP. The Floating Solar PV Developer (FSPD) is obligated to uphold an annual CUF in accordance with BERC guidelines, with a minimum threshold of 19%. This declared CUF remains fixed for the entire duration of the Power Purchase Agreement (PPA). It is imperative that the declared annual CUF never falls below the BERC guidelines.

The FSPD must ensure that generation levels maintain an annual CUF within +10% and -15% of the declared value for the first 10 years from the Commercial Operation Date (COD), and within +10% and -20% thereafter until the end of the PPA’s 25-year duration. BSPGCL may relax the lower limit if there is a grid unavailability issue beyond the control of the FSPD.
