The Eastern Railway is calling upon eligible applicants to engage in the bidding process for the Installation of a grid-connected rooftop Solar Photovoltaic Modules system with a capacity of 1 MWp (PPP Mode). The objective is to generate and supply power exclusively to the Asansol Division through developer mode, facilitated by a power purchase agreement (PPA).
The deadline for bid submissions is April 18, 2024, with bids scheduled to be opened on the same day.
The Bidders must pay the bid document fee of Rs. 34,810.
The successful bidders are required to furnish a Bid Process Management Fee of Rs. 75,000/- per MWp Exclusive of GST for the awarded/signed capacity in the Power Purchase Agreement (PPA) to the Eastern Railway.
The bidder must include a Bid Security amount of Rs. 10.68 Lakh/MW along with their Bid submission.
Performance Security (PBG) amounting to Rs. 16.02 Lakh/MWp shall be provided by the successful bidder to the Zonal Railways within 30 days of signing the Power Purchase Agreement (PPA).
The interested bidder must maintain an average turnover of Rs. 1.5 crore per year over the last three financial years. Additionally, it is required that the bidder maintains a positive net worth throughout all the last three financial years.
Bidders must demonstrate their expertise by showcasing successful installations of grid-connected solar rooftop systems, totalling a minimum aggregate capacity of 200 kW, either in the role of a developer or an EPC contractor. This experience must belong to the bidder themselves and should have been completed before the scheduled submission date of the Technical Bid. Or Bidders are required to possess experience in the successful installation and commissioning of grid-connected systems, totalling a minimum aggregate capacity of 1000 kW.
The successful bidder must commit to signing a Power Purchase Agreement (PPA) with the Railway for a duration of 25 years, following the issuance of the Letter of Award. Additionally, the bidder may also be obligated to sign a PPA with the Asansol Division of the Eastern Railway.
