Chhattisgarh Commission Grants Solar Power Connectivity Amid Regulatory Challenges

In a recent decision by the Chhattisgarh State Electricity Regulatory Commission (CSERC), M/s. Fortune Metals Limited, a consumer of Chhattisgarh State Power Distribution Company Limited (CSPDCL), sought relaxation of connectivity norms for their new solar PV power plant. The company, located in Raipur’s Siltara Industrial Area, aimed to connect its 2.256 MWp solar facility to the grid via an existing 33 KV feeder, known as the C.G. Ispat Feeder.

The issue arose because the existing Grid Code mandated that all generators, including captive plants, must connect through dedicated lines to ensure grid stability and reliability. However, M/s. Fortune Metals Limited argued that under the newer CSERC regulations for Grid Interactive Distributed Renewable Energy Sources (GIDRES) introduced in 2019, connectivity should be permissible where electricity injection can be accurately metered.

The petitioner contended that their solar power plant, intended primarily for self-use (captive use), should be allowed to connect to the grid through the existing multi-consumer feeder. They emphasized that their setup complied with the metering requirements outlined in the Central Electricity Authority (CEA) regulations, ensuring clear measurement of injected electricity.

CSPDCL and Chhattisgarh State Power Transmission Company Limited (CSPTCL), the respondents, countered that the Grid Code’s strict requirements were essential to prevent technical issues that could affect other consumers on the same feeder. They highlighted potential risks such as disruptions to supply for other high-tension consumers if the solar plant encountered faults.

After hearing arguments from both sides, the Commission analyzed the provisions of both the Grid Code and the newer GIDRES Regulations. They acknowledged the need for grid stability but also recognized the evolving regulatory framework aimed at promoting renewable energy integration.

In their decision, the Commission opted for a balanced approach. They allowed M/s. Fortune Metals Limited to connect their solar PV plant to the grid through the existing feeder, subject to stringent conditions. These conditions included the installation of appropriate metering and protection mechanisms as per grid standards. The Commission stressed the importance of complying with all technical requirements to ensure smooth integration and operation.

The ruling underscored the Commission’s commitment to supporting renewable energy initiatives while maintaining grid reliability. It reflected a careful consideration of technical feasibility and regulatory mandates, aiming to facilitate sustainable energy practices without compromising overall system stability. M/s. Fortune Metals Limited’s petition for relaxation of connectivity norms for their solar PV power plant was partially granted under specific conditions outlined by the Commission. This decision marked another step towards accommodating renewable energy growth within the state’s regulatory framework, ensuring a sustainable energy future for Chhattisgarh.
