SECI Invites Bids For 7.5 MW Solar PV Power Plant In Rajasthan

Solar Energy Corporation of India Limited (SECI) has invited bids for the design, engineering, supply, construction, erection, testing, and commissioning of a 7.5 MW (AC) Solar PV Power Plant located in Badi Sid, Rajasthan. This project also includes comprehensive operation and maintenance (O&M) for ten years after successful commissioning.

The Earnest Money Deposit (EMD) is โ‚น 84,00,000. Bids must be submitted by 24th July 2024.

The projectโ€™s scope of work encompasses several key responsibilities for the selected contractor. These include the complete design and engineering of the solar PV plant, the procurement and supply of necessary materials, and the execution of all construction and erection activities. Additionally, the contractor will be responsible for testing and commissioning the plant to ensure it meets all performance criteria.

After the plantโ€™s successful commissioning, the contractor will manage its operation and maintenance for ten years. This O&M phase includes the supply and storage of all necessary spare parts, consumables, and the repair or replacement of any defective equipment. This comprehensive approach ensures the plantโ€™s sustained performance and reliability throughout its operational life.

Bidders are required to submit their proposals following the guidelines specified in the tender documents. The tender process follows a single-stage, two-envelope bidding system, culminating in an e-reverse auction.

The tender also emphasizes compliance with Indiaโ€™s Public Procurement (Preference to Make in India) Order, mandating that all solar modules and cells used in the project must be sourced from Class-I local suppliers. This requirement supports domestic manufacturing and aligns with national policies aimed at boosting local content in renewable energy projects.

Prospective bidders must meet certain qualifying criteria outlined in the tenderโ€™s annexure to the Bid Data Sheets (BDS). These criteria ensure that only capable and experienced contractors participate, thereby maintaining high standards of project execution and performance.

SECI reserves the right to cancel or withdraw this invitation for bids at any time without assigning any reason, bearing no liability for such decisions. This clause ensures flexibility and discretion for SECI in managing the tender process effectively. Overall, this project represents a significant step towards harnessing renewable energy in Rajasthan, contributing to Indiaโ€™s broader goals of sustainable development and energy security.
