EESL Opens Bidding for Major Solar Power Installation Project in Maharashtra

The Energy Efficiency Services Limited (EESL), supported by financing from the Asian Development Bank (ADB), is launching a significant solar power initiative in Maharashtra. This project, part of the Scaling Up Demand-Side Energy Efficiency Sector Project, aims to bolster the stateโ€™s renewable energy capacity with up to 70 MW of solar power generating systems (SPGS).

Contract Details:

  • Contract Number: EESL/06/2023-24/ICB/ADB/Solar/232402035
    Scope: The contract encompasses the Design, Engineering, Supply, Construction, Erection, Testing, Commissioning, Operation, and Comprehensive Maintenance Service Contract (CMC) for the solar power systems.
    The project is divided into three distinct lots:
    • Lot 1: 30 MW
    • Lot 2: 20 MW
    • Lot 3: 20 MW
      Additionally, separate Operation and Maintenance contracts will be awarded for each lot.

Bidding Information:

  • Submission Deadline: September 20, 2024
  • Time: 11:00 AM IST

Invitation to Bid: EESL invites sealed bids from qualified firms for this extensive 12-year contract, which includes the installation and ongoing maintenance of the solar power systems. Bidders from ADB-eligible countries are welcome to participate.

Funding Source: The project is financed by the Asian Development Bank (ADB), with funds designated for contract payments. Payments will be processed according to ADBโ€™s approval and the terms outlined in the Financing Agreement.

Anti-Fraud and Corruption Measures: ADB mandates strict adherence to ethical standards. Any involvement in corrupt, fraudulent, or coercive practices will lead to disqualification. Bidders must comply with ADB’s Anticorruption Policy and Integrity Principles.

Eligibility Criteria:

  • Who Can Bid: Bidders can be individuals, private entities, or government-owned enterprises. Joint Ventures are also allowed but must appoint a Representative for bid-related matters.
  • Country Eligibility: Bidders must originate from ADB-eligible countries and must not have conflicts of interest.

Plant and Services: All plant and services must come from eligible countries. Expenditures under the contract are restricted to these sources.
