Damodar Valley Corporation Invites Bids for 10 MW Floating Solar PV Plant at Chandrapura Thermal Power Station

Damodar Valley Corporation (DVC) has issued an invitation for bids from eligible parties for the design, engineering, supply, construction, erection, testing, and commissioning of a 10 MW (AC) Grid-Tied Floating Solar PV (FSPV) Plant. The project will be located on the raw water reservoirs of the Chandrapura Thermal Power Station (CTPS) in Bokaro, Jharkhand. The tender process follows a single-stage, three-envelope basis, along with an online reverse auction, as outlined in the NIT (Notice Inviting Tender).

Key Bid Details:

  • Bid Security/Earnest Money Deposit (EMD): Rs 65,74,001/- (Rupees Sixty-Five Lacs Seventy-Four Thousand and One).
  • Cost of Tender Documents: Rs 35,000/- (non-refundable), inclusive of GST.

Bidding Schedule:

  • Tender Document Downloading Period: From 08.10.2024 (10:00 Hrs. IST) to 12.11.2024 (10:00 Hrs. IST).
  • Pre-Bid Conference: 24.10.2024 (11:00 Hrs. IST), held in hybrid mode at DVC Towers, Kolkata.
  • Pre-Bid Query Submission: From 08.10.2024 to 24.10.2024.
  • Online Submission of Filled-Up Bid Documents (Envelope 2 and Envelope 3): By 11.11.2024 (15:00 Hrs. IST).
  • Bid Opening (Offline Envelope 1): 12.11.2024 (15:00 Hrs. IST).
  • Bid Opening (Online Envelope 2): 12.11.2024 (15:30 Hrs. IST).
  • Reverse Auction: To be held two hours after the opening of Envelope 3.

Financial Criteria:

  • Net Working Capital: Bidders must have a net working capital or access to credit facilities of at least Rs 13,14,80,024/-.
  • Average Annual Turnover: Bidders are required to have an average annual turnover of no less than Rs 26,29,60,048/- over the last three financial years.
  • Net Worth: Bidders must have a net worth equal to or greater than 100% of their paid-up share capital as of the last day of the preceding financial year.
  • Disqualification: Bidders under the National Company Law Tribunal (NCLT), Debt Recovery Tribunal (DRT), or those who have applied for Corporate Debt Restructuring (CDR) in the last two financial years will not be considered.
