The Government of Andhra Pradesh has introduced the Integrated Clean Energy Policy (ICE) of 2024, aiming to propel the state as a leader in renewable energy. Andhra Pradesh has set ambitious goals to meet India’s national renewable energy targets and become a clean energy hub. By 2047, the state plans to achieve significant progress in clean energy, contributing to the country’s broader mission of clean energy independence.
The Chief Minister of Andhra Pradesh, Shri N. Chandrababu Naidu, sees the state as a crucial player in India’s renewable energy transition. The policy targets achieving 50% cumulative electric power capacity from non-fossil fuel-based energy sources by 2030 and a net-zero target by 2070. Leveraging Andhra Pradesh’s abundant renewable energy potential across solar, wind, and hybrid sources, and storage through pumped storage projects, the policy is designed to drive large-scale investments and innovations in clean energy.
The Integrated Clean Energy Policy is built on the principles of sustainable development, promoting an ecosystem that focuses on clean energy generation, investments, and employment creation. One of the major goals is to generate over 160 GW of renewable energy, attracting investments worth INR 10 lakh crore and creating approximately 750,000 jobs, both directly and indirectly. This aligns with the state’s long-term goals of becoming a clean energy hub and contributing to India’s economic self-reliance.
The policy encompasses several clean energy technologies, including solar, wind, wind-solar hybrid, pumped storage, and biofuels. Additionally, it encourages the development of Electric Vehicle (EV) charging infrastructure and renewable energy manufacturing, further positioning Andhra Pradesh as a leader in clean energy innovation.
A significant focus is on solar power generation, with the state aiming to achieve 78.50 GW of solar capacity. Wind power is another key area, with a target of 35 GW, and 22 GW for pumped storage projects. Additionally, the policy includes provisions for battery energy storage, green hydrogen production, and biofuels. The government also promotes the establishment of Renewable Energy Parks and Manufacturing Zones to support the renewable energy value chain, from production to distribution.
In terms of implementation, the state government has simplified processes for investors, offering incentives, financial assistance, and a single-window clearance system to facilitate the development of clean energy projects. This includes encouraging the decentralization of energy generation and providing support for solar rooftops and agricultural pump sets under government schemes.
The policy also highlights the importance of partnerships between the public and private sectors to create a conducive environment for clean energy development. The state will work closely with central government initiatives like PM Surya Ghar Yojana and PM KUSUM to promote renewable energy adoption.
Moreover, the policy emphasizes the importance of innovation and technology. It encourages research and development in renewable energy and energy storage technologies to meet future energy demands while minimizing environmental impact. Andhra Pradesh’s strong grid infrastructure and vast coastline provide an ideal setup for large-scale clean energy projects, including the export of green hydrogen.
