SJVN Invites Bids For 5,830 kW Rooftop Solar Projects On Government Buildings Under PM Surya Ghar Yojana

SJVN Limited, a joint venture between the Government of India and the Government of Himachal Pradesh, has issued a tender for selecting solar rooftop power developers (SPDs) to install and manage a total capacity of 5,830 kW grid-connected rooftop solar projects. These projects are part of the โ€œPM Surya Ghar: Muft Bijli Yojana,โ€ focusing on installing rooftop solar systems on Union Government buildings across several states, including Delhi, Madhya Pradesh, Uttar Pradesh, Haryana, Gujarat, Maharashtra, and Rajasthan. This initiative falls under the RESCO (Renewable Energy Service Company) model through tariff-based competitive bidding, meaning developers will supply power through a power purchase agreement (PPA) with SJVN.

The request for selection (RfS) document, coded as RfS No. SJVN/RTS/2024-25/Rooftop Solar-02, was issued on September 24, 2024. The deadline for submitting online bids is October 16, 2024, by 11:00 a.m., while the technical bid opening will occur on the same day at 3:00 p.m. Bidders must submit hard copies of documents by October 26, 2024, at 6:00 p.m. A pre-bid meeting was conducted on October 3, 2024, at SJVNโ€™s office in New Delhi, where potential bidders could clarify queries.

An essential requirement for bidders is an Earnest Money Deposit (EMD) set at Rs. 1000 per kW for the quoted capacity, payable via bank guarantee, demand draft, NEFT, or RTGS. In addition to EMD, thereโ€™s a bid processing fee of Rs. 5000 plus 18% GST, along with a non-refundable RfS document fee of Rs. 5900, including GST. Once selected, bidders will need to furnish a performance bank guarantee (PBG) as specified in the RfS.

Bidders can download the RfS documents from the ISN-ETS Portal or SJVNโ€™s official website. They must register on the e-tendering portal through ISN Electronic-Tender Services Pvt. Ltd. (ISN-ETS) to participate. Any amendments or updates will be available on the portal, and bidders are advised to check frequently as no individual notifications will be issued.
