HPCL Invites Proposals for 25.2MW Floating Solar Projects in Rajasthan and Andhra Pradesh

The tender invites proposals for the design, engineering, procurement, construction, testing, commissioning, and operation & maintenance of floating solar photovoltaic (PV) power plants at three sites in Rajasthan and Andhra Pradesh. These are:

  1. Nanchna Site (Jaisalmer, Rajasthan): 9MW/11.5MWp capacity
  2. Pachpadra Site (Balotra, Rajasthan): 14MW/17MWp capacity
  3. Vizag Site (Malakฤpuram, Visakhapatnam, Andhra Pradesh): 1.2MW/1.5MWp capacity

Scope of Work:

  • Transmission Line Laying: Laying 33kV/11kV transmission lines or underground cables, ensuring proper route surveys, and complying with DISCOM/STU specifications.
  • Metering Installation: Installation of metering systems at both the plant and STU locations.
  • Open Access & Net Metering:
    • For the Nanchna site, the floating solar project will use net metering for 1MW and the remaining 8MW via LILO.
    • Pachpadra will have 1MW under net metering and 13MW evacuated via the local substation.
    • The Vizag site will operate under a behind-the-meter system for 1.2MW.
  • Liaisoning: Coordinating with government authorities for grid connectivity, obtaining clearances, and securing necessary approvals for open access permissions.

Detailed Responsibilities:

  1. Design & Engineering: The contractor is required to submit detailed design documents, including layout, specifications, and compliance with technical standards.
  2. Procurement & Supply:
    • Includes the supply of solar PV modules, floating platforms, transformers, inverters, and other necessary equipment.
    • The procurement of cables, metering systems, and switchgear for plant and interconnection.
  3. Commissioning & Testing: The contractor will perform all necessary testing, commissioning, and integration of the system.
  4. Operation & Maintenance: The scope includes 10 years of comprehensive operation and maintenance (5+5 years, extendable based on performance) after the defect liability period (12 months).

The contractor is also required to submit project management schedules, design documents, and detailed engineering drawings to be reviewed and approved by the client. The work includes civil engineering, structural design, and the installation of power systems and metering infrastructure.

This tender is part of HPCL Renewable and Green Energy Limited’s initiative to develop floating solar power projects under the HPRGE scheme in Rajasthan and Andhra Pradesh.
