The Military Engineer Services (MES) has issued a tender for the comprehensive maintenance of a 1.7 MW solar power plant at the Air Force Station Tughlakabad, New Delhi. The estimated cost of the project is ₹24.99 lakhs, and the completion period is set at 330 days from the date of handing over the site. The contract follows a single-stage two-cover system, where technical and financial bids are submitted separately.
The Earnest Money Deposit (EMD) required for this tender is ₹50,000, payable via demand draft or banker’s cheque in favor of GE (AF) Tughlakabad. The successful contractor has the option to convert the EMD into part of the Performance Bank Guarantee (PBG), which is set at 5% of the accepted contract amount. This PBG must be submitted within 28 days of receiving the acceptance letter.
Eligible contractors include those enlisted with MES under Class ‘E’ and above or non-enlisted contractors meeting specified financial and technical criteria. Additionally, contractors must have a memorandum of understanding (MoU) with solar power firms rated by agencies such as CRISIL or ICRA. Bidders are encouraged to visit the work site and inspect materials before submitting their bids.
The bid submission end date is on 1st January 2025. It is emphasized that only one bid per contractor is allowed, and related firms cannot compete simultaneously. The jurisdiction for resolving any disputes will be the courts in Delhi.
Bidders are advised to carefully review the terms and conditions, as failure to comply with the specified requirements will lead to disqualification.
