ERC Seeks Public Input on Proposed Amendments to Net-Metering Rules for Renewable Energy

The Energy Regulatory Commission (ERC) has issued a call for public feedback on a draft resolution amending ERC Resolution No. 6, Series of 2019, which introduced changes to the Net-Metering Program Rules for Renewable Energy.

The proposed amendments aim to enhance transparency, accountability, and simplify the implementation of net-metering processes. A key revision addresses the handling of net-metering credits in property ownership transfers. Under the new rules, credits accrued by the original property owner will be transferred to the new owner, provided compliance with existing regulations and submission of necessary documents, including a new Net-Metering Agreement (NMA) with the relevant Distribution Utilities (DUs).

To improve transparency, the ERC plans to require DUs to prominently display detailed breakdowns of their generation charges and hosting capacities on their websites. Hosting capacities will need to be specified at the substation and feeder levels using a standardized format set by the Commission.

Another notable amendment revises Section 19 of the current resolution, making the installation of Renewable Energy Certificate (REC) meters voluntary. Instead, a formula to estimate the energy generation of net-metering facilities is proposed.

The ERC has invited stakeholders to provide their comments using the prescribed template by 5:00 P.M., 17 January 2025. Submissions can be sent electronically to the Commissionโ€™s Central Records Division.

Additionally, the ERC will hold public consultations to gather stakeholder input. A face-to-face consultation for Luzon stakeholders is scheduled for 24 January 2025, while an online session for Visayas and Mindanao stakeholders will take place on 27 January 2025.

The amendments reflect the ERCโ€™s commitment to fostering greater participation in the renewable energy sector and advancing the Philippinesโ€™ clean energy goals.
