The Solar Energy Corporation of India Limited (SECI) issued a Request for Selection (RfS) on January 24, 2025, inviting bids for the development of 1,750 kW grid-connected rooftop solar PV projects under the RESCO mode. These projects will be implemented through a tariff-based competitive bidding process. The installations are planned at five locations: 800 kW at NIT Meghalaya, 150 kW at NITTTR Chandigarh, 450 kW at IIT Bhilai, 250 kW at NEHHDC Guwahati, and 100 kW at ICSSR New Delhi.
The bid process includes a two-envelope system requiring techno-commercial and price proposals. The bid processing fee is โน6,000, while the Earnest Money Deposit (EMD) varies by project size, ranging from โน90,000 for ICSSR New Delhi to โน7,92,000 for NIT Meghalaya. Bidders must also submit a Performance Bank Guarantee (PBG) valued at โน3,375 per kW for Zone III projects and โน3,713 per kW for Zone IV.
The Scheduled Commissioning Date (SCD) is nine months from the Power Purchase Agreement (PPA) date for Zone III and 12 months for Zone IV. Penalties apply for delays, including encashment of the PBG daily if commissioning exceeds the SCD by up to six months. Beyond this, uncommissioned capacities will be excluded from the PPA.
The projects must comply with grid requirements and achieve minimum Capacity Utilization Factors (CUF) of 15% for Zone III and 13.5% for Zone IV. Developers are responsible for design, procurement, installation, operation, and maintenance, including securing necessary grid connectivity approvals. The energy generated will be supplied under a 25-year PPA.
Prospective bidders should register on the ISN-ETS portal and submit bids as per the guidelines. Queries can be directed to SECIโs Contracts and Procurement division. Amendments and clarifications will be made available online. The deadline for submission will be 28th February 2025.
