NTPC Green Energy Invites EOI For 5 MW Solar And BESS Project At Great Nicobar Island

NTPC Green Energy Limited (NGEL), a subsidiary of NTPC Limited, has invited Expressions of Interest (EoI) from Indian companies, their consortiums, affiliates, or representatives. The purpose of this invitation is to develop and install a solar photovoltaic (PV) plant with a Battery Energy Storage System (BESS) on Great Nicobar Island (GNI), India. The project is part of the governmentโ€™s holistic development plan for the island and aims to promote clean and renewable energy solutions in one of Indiaโ€™s remotest regions.

The EoI was published on 11th March 2025. NGEL is seeking partners to explore the development of a solar PV plant with a capacity of up to 5 MW and a BESS with a capacity of up to 4 MW/12 MWh. The final capacity and technical specifications will be determined based on the responses received through this EoI. Interested parties are encouraged to submit their proposals in soft copy via email, with an optional submission of hard copies either in person or by registered post.

The last date for submission of the EoI is 18th April 2025. Queries and requests for clarifications must be submitted by 30th March 2025. The EoI responses will be opened on 1st May 2025. Proposals must remain valid for six months from the last date of submission, ensuring the applicantsโ€™ commitment during the evaluation process.

NGEL has not mentioned any specific Earnest Money Deposit (EMD) requirement for this EoI stage. This is typical for an Expression of Interest phase, where initial proposals are solicited to gauge market interest and technical capabilities rather than formal bids. However, any further bidding process following this EoI may include EMD requirements, depending on the tender terms.

For the Performance Bank Guarantee (PBG), while it is not explicitly mentioned in this EoI document, subsequent stages of the project that involve formal bidding and contract awards generally require the submission of PBGs. This ensures the selected bidderโ€™s commitment to executing the project according to the agreed terms.

The EoI specifically calls for proposals from applicants who have experience executing solar PV plants and battery energy storage systems, either separately or as integrated projects. Applicants must provide documentary evidence, such as work orders of completed or ongoing projects, preferably for central government, state government, or public sector undertakings. The applicants are also expected to submit detailed technical proposals, including energy storage technologies, project cost optimization strategies, and logistics solutions for deploying the systems on the island.

The initiative is part of NGELโ€™s broader objectives to expand its renewable energy footprint and contribute to Indiaโ€™s net-zero emissions target. NGEL plans to increase its renewable energy capacity to 15 GW by 2025 and aims to scale this up to 44 GW by 2032. This project on Great Nicobar Island aligns with NGELโ€™s mission to decarbonize distant and underdeveloped areas of the country by introducing sustainable energy solutions.

NGEL has reserved the right to accept or reject any or all responses and may cancel the EoI process without assigning any reason. They are not obligated to award any project or bear any responsibility for costs incurred by applicants during the EoI process.

This project marks a significant step in promoting renewable energy in remote and strategically important regions of India and is expected to pave the way for sustainable energy development on Great Nicobar Island.
